The Principal Judge, Lady Justice Jane Frances Abodo, has pledged her support for the Small Claims Procedure (SCP), commending its role in resolving disputes promptly and encouraging other court processes to draw lessons from its approach. She made the remarks today during a courtesy call made by the SCP team, led by the Chairperson of the Small Claims Implementation Committee, Justice Geoffrey Kiryabwire, at her chambers. The team briefed the Principal Judge on the programme’s background, achievements and implementation challenges. Welcoming the team, Lady Justice Abodo appreciated their commitment and outreach efforts. She noted that she had seen reports on social media the previous day about the team’s engagements in Paidha and Pakwach. The Principal Judge observed that the benefits of the Small Claims Procedure, particularly its emphasis on resolving cases without prolonged proceedings, deserved greater recognition. She pledged to champion the programme and support its continued development. Justice Kiryabwire traced the origins of SCP to a visit to the United Kingdom, where he encountered the concept before introducing it to the Judiciary. He recalled that the programme initially faced resistance and limited funding. Its pilot phase received Shs50 million to support six stations—an amount he said was sufficient for only one station. He acknowledged the stakeholders who supported the initiative and helped secure funding from DANIDA. On implementation, Justice Kiryabwire explained that the Committee previously brought together Chief Magistrates from different regions for review meetings. The approach has since evolved, with the team travelling to the regions to engage court staff and assess progress. He welcomed the continued financial support for SCP and the recent allocation of a new vehicle to facilitate its work. Justice Kiryabwire also highlighted the programme’s institutional growth, noting that it had initially operated under the Planning Registry before moving to the Commercial Division. He expressed the team’s aspiration for SCP to become a fully established registry. Addressing implementation challenges, he referred to the litigation in Ssejemba v Attorney General. He explained that the team’s approach has been to transfer matters in which advocates seek to participate to the ordinary court process, treating such matters as requiring consideration outside the simplified procedure. He added that proposed amendments to the Small Claims Procedure Rules would await the determination of the matter before the Supreme Court. The Assistant Registrar, HW Mulondo, introduced the team, which included HW Jackline Kagoya, Chief Magistrate of Buikwe; HW Joanita Muwanika, Magistrate at the Law Development Centre; Mr. Isaac Sserunkuma, Senior Statistician; and Ms. Beatrace Naava, Statistician. Also present was HW Edgar Nyakairu, Personal Assistant to the Principal Judge

I call journalists media evangelists deliberately because of the power they hold. Journalism is a noble profession that should be respected. In my meeting with Mrs Beatrice Akurut and her team from SHU, I requested her to work closely with you and @infoUclf to support journalists under attack and train them further to strengthen their capacity to be their own advocates especially for their welfare.
Today, we held a fruitful capacity-building workshop for journalists on advocacy and responsible journalism. I thank our partners, Stretch for Hope Uganda (SHU), for their support in making this possible. The training was conceived by the Archbishop of @ChurchofUganda_ , The Most Rev. Dr. Stephen Samuel Kaziimba Mugalu, who fondly refers to journalists as “media evangelists” in recognition of the noble spiritual role they play. @Archbp_COU’s vision was to strengthen their professional practice and deepen their understanding of the distinction between advocacy and activism. I am glad that, following the engagement, the SHU leadership had an opportunity to interact with the Archbishop and the Provincial Secretary, Rev. Canon William Ongeng. This is the beginning of continued engagements to strengthen professionalism in journalism, particularly in reporting on the Church and peaceful existence of all faiths.

“A TENFOLD ECONOMY CANNOT BE BUILT ON ONE-FOLD GOVERNANCE.” — DEPUTY IGG URGES BOARD CHAIRPERSONS AND CEOS The @IGGUganda has appealed to Board Chairpersons and CEOs of Public Agencies to strengthen oversight, uphold meritocracy, and employ anti-corruption measures while executing their duties. The call was made during the Public Sector Institutions Leadership Retreat at the National Leadership Institute, Kyankwanzi organised by the Public Sector Chairpersons Forum, in collaboration with the Head of Public Service and Secretary to Cabinet. The Deputy IGG, Ms @AnneTwino challenged the Board Chairpersons to adopt a clear governance policy of “Eyes On, Hands Off” where they see everything that matters and know the institutions strategy but do not engage in management’s day to day operations emphasizing that management manages while boards govern. She stated that “Uganda’s ambition to grow from a USD 50 billion to a USD 500 billion economy by 2040 will not be realised through weak oversight, institutional conflict, or corruption. It requires disciplined, high-performing public institutions”. She urged the participants to avoid the two dangerous extremes of the relationship between the Board and management that affect performance. These are the conflict zone, where boards and CEOs are at war, leaving institutions paralysed and the comfort zone, where excessive closeness turns oversight into indulgence, with trips, favours, and jobs for relatives which replaces accountability. The DIGG noted that Cabinet adopted the policy on RAPEX to streamline the over 150 semi-autonomous agencies to eliminate duplication and reduce recurrent expenditure which has already saved over the public purse billions. She reminded the participants that “the strongest argument for your agency’s continued existence is not your enabling Act. It is not your lobbying. It is performance,” while urging the leaders to remain relevant, efficient, and effective in service delivery. The session was highly interactive, with participants highlighting external influence, particularly demands for jobs, as one of the key challenges they face in the discharge of their responsibilities. She urged them to remain steadfast in upholding merit, integrity and due process, and assured them of the Inspectorate of Government’s support in navigating such pressures. She commended the Head of Service and Secretary to Cabinet for organizing the retreat at a critical point in time when the country had just committed to the Tenfold Growth Strategy, given that a country’s development is only as good as its public sector. The Deputy IGG was accompanied by Mr. Gerald Gwaira, Director Research, Education and Advocacy, Mr. Kakooza Savio Ntensibe Director Ombudsman Affairs, Ms. Diana Nantabazi Principal Inspectorate Officer, Ms. Lisa Mwagale Executive Assistant and Mr. Amos Ngwomoya, Public Relations Officer.

I was joined by the Bishop of the Church of Uganda’s Diocese of Northern Uganda, Rt. Rev. Godfrey Loum, the Mayor of Gulu City, H.W. Labeja Julius Acire, and the entire leadership team in Gulu City for the National Cleaning Day initiative.
Over the weekend, I joined the leadership and people of Gulu City in the National Cleaning Day initiative, a reminder that a clean Uganda is not the responsibility of Government alone. As leaders, we must lead by example. As citizens, we all have a role to play. From our homes to our streets, markets and public spaces, cleanliness must become a daily culture, not just a monthly activity. #NationalCleaningDay #CleanUganda @IGGUganda
