What happens to municipalities when the current council's term comes to an end?
CoGTA has issued a joint circular to guide provinces and municipalities through the transition before, during and after the 2026 Local Government Elections.
The guidance focuses on managing the end of the current municipal council term, preparing for the new councils and ensuring that municipal administration and service delivery continue during the transition.
Outgoing councils must also exercise care when making decisions that could affect the incoming councils, particularly decisions involving long-term commitments.
The circular is intended to help municipalities manage this handover responsibly, while maintaining effective governance and uninterrupted service delivery.

DRUGS WORTH R250 000 SEIZED AT BELLVILLE BUS DEPOT
On Friday, 06 November 2026 at approximately 08:20, members of the K9 Unit in Cape Town were conducting patrols when they received information from a reliable source that a person at the bus depot in Mabel Road, Bellville was allegedly travelling to Mossel Bay with drugs.
Investigation at the bus depot led to the identification of the suspect, who was found in possession of a blue bag. The suspect and the bag were searched, and approximately 5 000 mandrax tablets were found and seized. The 40-year-old suspect was arrested and charged with dealing in drugs.
The mandrax tablets with an estimated street value of R250 000-00 were handed in as exhibits at Bellville SAPS. The suspect will appear in the Bellville Magistrate’s court on Monday, 09 November 2026 on the mentioned charge.
In an unrelated matter, on Friday, 06 November 2026, detectives attached to the Provincial Serious and Violent Crimes Unit in Western Cape followed up on information after the arrest of suspects in a shootout in Stellenbosch. The information took them to an unknown address in Khayamandi Stellenbosch where 16 cellphones, which were stolen during the business robbery were seized by the Detectives.
The suspects were detained at Stellenbosch SAPS and will appear in the Stellenbosch Magistrate’s court once charged.

The counting process is progressing well, and the Commission anticipates that counting will be concluded tonight, Saturday, 7 November 2026.

FATAL SHOOTING IN ROCKLANDS
A person has been shot and killed in Marauder Street, Rocklands, Cape Town.
According to an incident report by Fight Against Crime SA (FACSA), emergency services were notified following the shooting.
The circumstances surrounding the shooting remain unclear.

The South African Police Service (SAPS) can confirm that the body of a 45-year-old male was found in Umnulu Street, NU9, Motherwell, with a gunshot wound to his head on 07 November 2026 at approximately 15:50.
Suspects and motive are under investigation.
A murder case has been opened and is being investigated by SAPS Motherwell. As this is an active crime scene, further details will be shared in due course.
