On the sidelines of the African Political Parties Summit, I held a bilateral meeting with the Chama Cha Mapinduzi (CCM) delegation, led by its Deputy Secretary General, Hon. Aggrey D. Mwanri. We reaffirmed our commitment to strengthening cooperation, deepening engagement and fostering closer relations between our respective parties. A united and integrated Africa requires stronger partnerships, continuous dialogue and collaboration among our political institutions.

Well.done Hon Minister 👏
Yesterday, at Jinja Nile Resort, I had the honour of addressing Resident District/City Commissioners (RDCs), their Deputies, District Chairpersons, Mayors, Chief Administrative Officers, Town Clerks, district technical officers, local government councillors and other stakeholders during an engagement to prepare leaders for the rollout of the Northern Uganda Social Action Fund IV (NUSAF IV) in the Busoga sub-region. I commended the Office of the Prime Minister and the World Bank for their partnership in implementing the programme, noting that similar engagements had already been conducted in Acholi, Elgon, Lango, Karamoja and Bukedi sub-regions. As a daughter of Busoga and Minister for the Presidency, I have a particular responsibility to ensure that this intervention delivers meaningful results. Despite the region's fertile soils, abundant water resources and agricultural potential, poverty, youth unemployment and food insecurity remain significant challenges. An estimated 840,700 people in Busoga account for approximately 12 per cent of Uganda's poor population, underscoring the need for effective interventions that improve household livelihoods. I emphasised that NUSAF IV provides an important opportunity to address these challenges through enterprise grants for agriculture, fisheries and small businesses, as well as labour-intensive public works that generate income while improving community infrastructure. Its success must therefore be measured not by the amount of money released but by the number of households whose livelihoods are transformed. I cautioned political, administrative and technical leaders against corruption, political interference, elite capture and the diversion of public resources, emphasising that NUSAF IV must benefit its intended beneficiaries without discrimination or political manipulation. As the Supervisor of RDCs, their Deputies and Assistants, I underscored their responsibility to provide effective oversight through regular field visits, transparent beneficiary selection, stakeholder coordination, monitoring and accountability. I directed them to investigate suspected cases of fraud, follow up complaints and ensure that government resources reach the intended communities. Oversight must be active, impartial and grounded in the realities on the ground, while respecting the mandates of the Office of the Prime Minister, local governments and other implementation structures.I was particularly emphatic that NUSAF IV must never become a political reward for supporters or a tool for punishing opponents. No leader should demand political allegiance, fees, kickbacks or any portion of a beneficiary's grant. Support must be extended strictly in accordance with approved eligibility criteria, without favouritism, discrimination or interference. I also tasked Chief Administrative Officers, Town Clerks and district technical officers with ensuring compliance with approved procedures, budgets and safeguards, including proper beneficiary verification, accurate financial records, expenditure supervision, risk management and accountability reporting. I called for coordination between NUSAF IV and other government poverty eradication and economic empowerment programmes, including the Parish Development Model (PDM), Emyooga, GROW and UWEP. Such coordination is essential to avoid duplication and double financing while creating opportunities for beneficiaries to access complementary support, agricultural extension services, savings groups and markets. I warned against elite capture and conflicts of interest, urging leaders to protect programme resources from manipulation by influential individuals seeking personal or political gain.

Addressing the bereaved family, the President encouraged them to draw comfort from the knowledge that Hon. Kwagala had lived a meaningful, impactful, and purposeful life, having made a valuable contribution to her community and country. He concluded by praying for the peaceful repose of her soul. "May her soul rest in eternal peace," he prayed. I commended H.E. the President for the financial support extended to the late during her illness. I paid tribute to the late, prayed to God to comfort the bereaved family, and prayed for her soul to rest in peace. Today, I had the honour of delivering a condolence message on behalf of the President of the Republic of Uganda, H.E. Gen. (Rtd.) Yoweri @KagutaMuseveni , during the funeral service of the late Hon. Olivia Kabaale Kwagala, held at All Saints Church, Nakasero. The service brought together former and sitting members of Parliament, family members, friends, political leaders, and other mourners to pay their final respects to the former Member of Parliament for Iganga District, who passed away on 3rd November 2026. Hon. Olivia Kabaale Kwagala was the beloved daughter of the late Mr. Kabaale John Amulam and Mrs. Florence Kabaale Nansubuga. Her passing is a profound loss to her family, friends, the people of Iganga District, and the country at large. In his condolence message, the President expressed deep sorrow upon receiving the news of Hon. Kwagala's passing and conveyed his heartfelt sympathies to her bereaved family and the people of Iganga District. "On behalf of the Government of Uganda and on my own behalf, I convey my heartfelt condolences to her family and the people of Iganga District, who have lost a daughter and a leader of great honour," the President noted. He extended his thoughts and prayers to the bereaved family and all those mourning her loss, asking Almighty God to grant them the fortitude, strength, and courage to endure this difficult period of grief. The President observed that Uganda had lost a young leader who departed in the prime of her life. He described her as a patriot whose distinguished journey of service and duty to the nation would remain an inspiration to generations. "It is always sad when we lose our young people in the prime of their lives. Hon. Olivia Kwagala Kabaale's life was a distinguished journey of service and duty to our country. Uganda has lost a patriot, one whose legacy of service, humility, and dedication will remain an inspiration to generations," he said. He paid tribute to her contribution to national development, recognising her commitment to serving the people and participating in the collective effort to build a better and more prosperous Uganda. The President further observed that her passing was a significant loss to the National Resistance Movement (NRM), particularly in Iganga District, where she had served as a hardworking leader and effective party mobiliser. He described her as a loyal cadre who still had much to offer in the service of her community, the district, and the country. He saluted the late Hon. Kwagala for her selfless contribution to Uganda's peace, stability, and development, urging the people to preserve and build upon the positive legacy she had left behind. "I urge all the people to carry forward her good works," he appealed. Reflecting on her contribution to Uganda's socio-economic transformation, the President acknowledged the role she played in advancing the country's development during her lifetime. "On this occasion of her send-off, I salute her for putting a brick (etofali) on Uganda's development and socio-economic transformation during her lifetime," he said. The President also used the occasion to encourage Ugandans to take advantage of the prevailing peace and improved national infrastructure to embrace wealth creation and job creation at the household level. He urged households to emulate Hon. Kwagala's spirit of commitment and hard work by identifying and investing in viable income-generating enterprises across the four key sectors of commercial agriculture, services, industry, and Information and Communication Technology (ICT).
