More evidence of targeted manipulation of the electoral roll to disenfranchise Muslim voters. SIR and digitisation has compromised the integrity of the electoral roll. These are not administrative or technical errors, rather scandalous examples of malafide and deliberate deprivation of the right to vote. केंद्रीय निवडणूक आयोगाने SIR प्रक्रियेतून मतदार यादीतून वगळल्या गेलेल्या मतदारांना पुन्हा समाविष्ट करण्यासाठी २० राज्यांमध्ये विशेष मोहीम सुरू केली आहे. मात्र, आयोगाच्या अधिकाऱ्यांसमोर आता एक अनोखी समस्या उभी राहिली आहे. लाखो, कदाचित कोट्यवधी लोकांना ‘नवीन मतदारांसाठीचा अर्ज’ असलेला फॉर्म ६ भरण्यास तयार करणे, हे त्यांच्यासाठी मोठे आव्हान ठरत आहे. कारण या अर्जात संबंधित व्यक्तीला आपण ‘प्रथमच मतदार म्हणून नोंदणीसाठी अर्ज करत आहोत’, असे घोषित करावे लागते.
फॉर्म ६ हाच मतदार यादीत पुन्हा नाव समाविष्ट करून घेण्याचा योग्य मार्ग असल्याचे अधिकाऱ्यांचे म्हणणे आहे. तसेच, हा फॉर्म भरल्यामुळे कोणतीही कायदेशीर कारवाई होणार नाही, असेही ते स्पष्ट करतात. मात्र, अनेक दशकांपासून मतदान करत आलेल्या मतदारांना स्वतःला ‘नवीन मतदार’ म्हणवून घेणे मान्य नाही. ही घोषणा वस्तुस्थितीला धरून नसल्याची भावना अनेकांच्या मनात आहे.
या पार्श्वभूमीवर महाराष्ट्राच्या मुख्य निवडणूक अधिकारी (CEO) कार्यालयाने एक पर्याय सुचवला आहे. फॉर्म ६ च्या शीर्षकातून ‘नवीन मतदार’ हा उल्लेख वगळावा, तसेच ज्या मतदारांची नावे यापूर्वी मतदार यादीत होती, त्यांना पूर्वी मतदार म्हणून नोंदणी झाल्याचे नमूद करण्याची आणि त्यांच्या जुन्या EPIC क्रमांकाचा (मतदार ओळखपत्र क्रमांकाचा) संदर्भ देण्याची मुभा द्यावी, अशी ही सूचना आहे.

UP CEO called our report misleading, then confirmed it. We had found that ECI software auto-generated 85,854 forms to delete voters without a reason. He also confirmed attempts at bulk deletion of Muslim voters.
