Women are disproportionately affected by climate impacts due to existing social, economic, and institutional inequalities. Yet a critical gap remains between womenโs participation in adaptation planning and access to adaptation finance to implement their needs.
To help address this gap, the Gender Window was established under the Community Resilience Partnership Program Trust Fund. As a tagging mechanism within the Trust Fund, it identifies and recognizes projects that transfer adaptation finance directly to women.

New ADB Grant to Strengthen Urban Resilience and Disaster Preparedness in Vanuatu:
ADB has approved a $12.6 million grantโthe third financing for the Greater Port Vila Urban Resilience Projectโto help further improve urban resilience and disaster preparedness in Vanuatuโs economic center, the Greater Port Vila area. The financing is funded through the Asian Development Fund, and is complemented by a $5.6 million grant from the Green Climate Fund through the Community Resilience Partnership Program Investment Fund, and an in-kind contribution of $700,000 from the Government of Vanuatu. The grants will support the construction of three new multipurpose emergency shelters in the communities of Agathis, Freshwind, and Nambatri, designed to provide safe and resilient facilities for vulnerable populations during disasters, and to function as community gathering spaces and markets during normal periods. By 2031, the project is expected to have directly benefited at least 23,400 people, including 11,700 women, through improved access to resilient urban assets and services.
