This week, #Kigali was privileged to host delegates from across the world for #ICII2026.
Throughout the conference, the discussions and deliberations underscored the need for stronger partnerships, collective action, and deliberate efforts to develop customer-centric solutions that bridge the insurance gap.

The International Conference on Inclusive Insurance #ICII2026 closed today in Kigali.
Client centricity was at the heart of the discussions, with a strong focus on designing insurance products that respond to the real needs of people and businesses.
In her closing remarks, Hon. Mutesi Linda Rusagara, Minister of State for Public Investments and Resource Mobilization at @RwandaFinance, said inclusive insurance should be seen as an integral part of #Rwanda’s broader economic development and resilience agenda.
She underscored that Rwanda remains committed to working with the insurance industry and development partners to expand meaningful insurance protection, strengthen resilience, and contribute to the country’s broader economic development ambitions.
Yesterday, #ICII2026 opened with a clear message: expanding access to insurance alone will not close the protection gap.
It will take strong partnerships, sound evidence, and concrete action to ensure that insurance delivers real, affordable value to the people and businesses most exposed to risk.

Today at #ICII2026, during the Roundtable on Inclusive Insurance in Rwanda, our Chief Programs Officer, Agnès Uwanyiligira, shared key lessons from @AFRwanda customer-centric insurance initiative #i3c, launched in 2019.
𝐓𝐡𝐞 𝐥𝐞𝐬𝐬𝐨𝐧 𝐢𝐬 𝐬𝐢𝐦𝐩𝐥𝐞: insurance products should be designed with customers, not for them.
Insurers stepped out of the boardroom to listen to motorcycle riders, farmers, and other underserved customers.
They tested products, gathered feedback, refined solutions, and paid claims - helping build trust.
Five years on, these products remain in the market, reaching more customers and evolving based on their needs. One partner that started with one product now offers nine.

• Speaking at the International Conference on Inclusive Insurance 2026 in Kigali, Central Bank Governor Soraya Hakuziyaremye said expanding coverage must go hand in hand with making insurance accessible and effective.
• Rwanda aims to increase insurance coverage to 45% by 2035. Personal insurance uptake rose from 17% of adults in 2020 to 27% in 2024.
• Speakers called for greater innovation, digital solutions and partnerships to close the insurance protection gap, particularly for farmers and underserved communities.

She shared five lessons on closing the inclusive insurance gap:

𝐆𝐞𝐧𝐝𝐞𝐫 𝐦𝐚𝐭𝐭𝐞𝐫𝐬: Inclusion must address barriers that can leave women behind.
𝐃𝐞𝐬𝐢𝐠𝐧 𝐟𝐨𝐫 𝐬𝐜𝐚𝐥𝐞: Programmes must be built to scale sustainably from day one.
𝐁𝐫𝐞𝐚𝐤 𝐭𝐡𝐞 𝐬𝐢𝐥𝐨𝐬: Regulators, policymakers, banks, MFIs, SACCOs, fintechs and insurers must work together.

At a panel on Inclusive Insurance in Rwanda, our Head of Financial Sector Development outlined Rwanda's target to grow insurance penetration from 2% to at least 5% by 2035.
He highlighted financial education, digital distribution, timely claims settlement & local savings groups as key measures especially for rural communities and underserved sectors like agriculture and mining.
