The General @Vedmalik1 is spot on!
Here is my analysis in support of General Ved Malik's assessment.
China has, in recently years, built a road across the Aghil Pass in India's Shaksgam Valley which lies in the watershed of the mightly Karakoram mountain range.
The first picture is a satellite images showing the view of this road as seen from India's vantage point on thr Indira Col, just East of the defacto tri-junction of China-India-Pakistan, the Sia Kangri Peak.
China has also built, in recent years, a large military base on the Western tip of India's Shaksgam Valley.
Now all of this infrastructure build is interesting from a military perspective because as per the China-Pakistan Border Agreement (picture attached) the actual defence of the Shaksgam Valley lies with Pakistan! Unbelievable yet true!
A reminder that Pakistan 'gifted' the Shaksgam Valley area, a 5180 sq kilometer area, to China on March 2nd, 1963 by Pakistani Foreign Minister and Plenipotentiary Zulfikar Ali Bhutto.
I believe China is worried that if India decides to take military control of the Shaksgam Valley area in a lightning military operation like Operation Meghdoot in 1984, when India took control of the Siachen Glacier area ~1000 sq kilometer in size, Pakistan wouldn't be able to defend this territory.
China would have to bear the net loss and India would gain a strong military foothold into Central Asia and keen eye on Chinese activities in the sensitive Ugyhur majority Chinese occupied East Turkistan aka Xinjiang Province of China.
Perhaps it's time for India to turn it's gaze northwards beyond the Urdok Glacier and towards the Aghill Pass (see picture).

The sheer number of sacrifices in blood that our soldiers and civilians gave to have a secure future of Bharat free from Naxalism. I’m sure wherever Charu Majumdar’s soul is, it must be in agony and absolute pain to see these visuals.

Why blame them? India as a country had yet to LEGALLY delineate the public from the private. Be it parking, dog feeding, garbage, cattle roaming the streets. Civic sense comes from delineation & enforcement which in turn derive from legislation
