Tax liabilities are fundamental. Currencies are tax credits. Tax credits have no value without tax liabilities. If you can't follow this it's all too hard for you. ;)

If it's about putting people to work the public sector can simply hire the unemployed. The JG is meant to/does promote a transition from unemployment to private sector employment, which it does as private employers prefer hiring those already working. But what do I know... ;)
