If anything the issue of corruption actually increases. Divided provinces create more ministers, and more governmental offices that are already dysfunctional. It also strengthens the feudal lords, particularly in places like South Punjab, by handing them over power.

Ultimately none of this is even necessary. Instead of dividing provinces strengthen the division. It’ll do exactly the same thing, and you avoid the ethnic tension, and fallout that occurs under this proposal.
