Exactly, we can keep talking about planning, but until the planning authority is capacitated with experts, and a holistic masterplan formed, what planning can we expect?
@krishnabgowda @GBAChiefComm @GBA_office @NITIAayog @MoHUA_India @mlkhattar
Replying to @krishnabgowda
@krishnabgowda Dear Sir, WHO WILL DO THE PLANNING? You need to first capacitate the MPC with experts, if at all you hope to plan! UNPLANNED DEVELOPMENT has brought Bengaluru disrepute.
If you recall, the Supreme Court in 2023 called Bengaluru 'A template for Urban Ruin due to Unplanned Development' :
nitter.gq/BengaluruAgenda/status…
You might also have read the detailed cover page article by @IndiaToday : 'Bengaluru - How to ruin India's best city' : nitter.gq/BengaluruAgenda/status…
With due respect, "Not making the same Planning mistakes" MEANS:
1) Not sidelining the constitutionally prescribed planning authority - The 'Metropolitan Planning Committee' (MPC).
2) Not failing to 'BUILD INSTITUTIONAL CAPACITY FOR PLANNING' - by appointing experts to the MPC.
A good place to begin : To create a holistic master plan for a city, the MPC requires a multidisciplinary team of experts. A successful master plan must balance social equity, economic growth, environmental sustainability, and infrastructural efficiency.
The essential experts needed to form a holistic master plan are grouped below by their core focus areas:
1. Spatial & Urban Design Experts
* Regional Planners / Urban Planners / Town Planners : Serve as the project leads to synthesize data, set zoning laws, and design land-use frameworks.
* Urban Designers: Focus on the physical form of the city, ensuring public spaces, streets, and buildings are cohesive, attractive, and functional.
* Architects & Landscape Architects: Design public buildings and integrate parks, green spaces, and waterfronts into the urban fabric.
2. Infrastructure & Engineering Experts
* Transport Planner / Mobility Planners: Design transit systems, bike lanes, pedestrian walkways, and road networks to reduce traffic and improve connectivity.
* Civil & Utility Engineers: Plan critical infrastructure including water supply, sewage systems, waste management, and power grids.
* Smart City / GIS Specialists: Use Geographic Information Systems (GIS) to map data and integrate smart technology for data-driven city management.
3. Environmental & Sustainability Experts
* Environmental Scientists / Ecologists: Assess environmental impacts, protect local biodiversity, and plan for climate resilience (e.g., flood mitigation).
* Sustainability Specialists: Ensure the plan incorporates renewable energy, green building standards, and carbon-reduction strategies.
4. Socio-Economic & Legal Experts
* Urban Economists: Analyze market trends, employment opportunities, and financial feasibility to ensure the city can attract investment and sustain growth.
* Sociologists / Community Development Specialists: Study demographic data to ensure equitable access to housing, healthcare, education, and recreation for all social groups.
* Legal & Regulatory Experts: Ensure the master plan complies with national laws, land acquisition acts, and property rights, while drafting enforceable zoning codes.
5. Governance & Stakeholder Engagement Experts
* Public Facilitators / Communication Specialists: Manage public consultations, workshops, and surveys to ensure citizens and local businesses have a voice in the plan.
* Project Managers & Financial Advisors: Oversee capital budgeting, implementation timelines, and public-private partnerships (PPPs) to move the plan from concept to reality.
If you start recruiting the above experts to the MPC, we'll know that you mean business! All the best!

*Needed 20 years ago, being done now?
*If Constitution was followed - and MPC empowered with experts in urban, regional & transport planning - would Bengaluru have witnessed such Unplanned Devt & dysfunctional transport?
@CMofKarnataka
2/n | To fulfil @MoHUA_India’s funding requirement, @OfficialBMRCL in connivance with @DULTBangalore, issues a sham CMP - when transport planning should be integral to the city’s Master Plan, which doesn’t even exist.
Even the State Govt scams the Centre?
@PMOIndia @mlkhattar
3/n | Shouldn’t @MoHUA_India make a Master Plan a precondition for funding, rather than a Comprehensive Mobility Plan?
A mobility plan is a subset of the Master Plan. How can you plan mobility without first planning the city?
#Illogical #SystemicFault #Correction
@NITIAayog
While it's a relief that a Minister finally understands a city's needs - the tragedy is that it took so many decades, and the bigger tragedy is that it is still a state minister, and not the mayor of the city who's in charge!

2/n Bengaluru pays the highest metro fares across India. This shows that the Govt here has no understanding of what should constitute a city's mobility.
* Firstly, because the city doesn't have it own Govt, as prescribed by the 74th Amendment of the constitution.
* Secondly, the state govt policy is directed by the vested interests of ministers in the cabinet, who ignorantly chase after car-oriented projects like tunnel roads and elevated corridors.
* Instead of investing in and subsidising public transport, the state govt wishes to invest on and subsidise car use; displaying its lack of planning wisdom.
* The ideal mobility regulator under the National Urban Transport Policy, the UMTA is non existent or non operational here. The BMLTA that has been constituted is merely a showpiece with no actual powers.
This Karnataka Govt is directionless and misguided - it is causing untold and irreversible harm to Bengaluru!

COMPARISON: Bengaluru Vs Chennai Metro
Same MOU, different behaviour:
* TN reduces fares by 40%,
* Karnataka increases fares by 71%!
nitter.gq/BLRMobility/status/202…
How come the Tamil Nadu Govt reduced the fares in Chennai, rather than increase it? You don't care about the citizens?
What does the Karnataka Govt think its job is - Welfare or exploitation?
Stop spending on silly projects like Tunnel Roads and Elevated Corridors, and use that money instead to subsidise the Metro & Public Transport.
Roll back the unacceptable fare increase done last year!
* Fare Fixation Committee is not mandatory. It is only set up on the insistence of the state. Fire the Fare fixation committee, because it has proven to be unfit!
* Let BMLTA (which is the mobility regulator for the city) have the power to oversee and fix fares, and subsidise various modes of transport!

ಸತ್ಯ ಸಂಗತಿ ಏನೆಂದರೆ;

An MP could give the Govt a full 'Transport Plan' that the city desperately needs in two days; what is shocking is that the Govt does not have the mandated authorities, nor the capacity to come up with such a sensible plan on its own in 33 years. Instead the Govt chases after dubious, ad-hoc and arbitrary Non Plan projects suggested by scammers!
Just imagine how dysfunctional the Govt has become!?
The Metropolitan Planning Committee, the prescribed Planning Authority for the city, exists only on paper - no experts or planners have been hired. The BMLTA, the transport regulator for the city also exists only on paper. And a minister goes around announcing all kinds of Non-Plan projects that lack common sense even.
33 years since the 74th Amendment was passed the city has not had a single Masterplan that is compliant with the law. Result = Unplanned Development = Urban Ruin!
It is not about which plan is better than which. The real question is what needs to be done to fix this Planning and Governance vacuum in the system!? How can the Govt be made to comply with the requirements of constitution, law and due process?

IISC are also BJP / JDS people ?? 🙂
DCM @DKShivakumar on Saturday expressed frustration over the constant criticism of Bengaluru’s traffic. "Everyone is tweeting about congestion, but no one offers solutions. The population and number of vehicles have increased, but the roads remain the same. When we work in the government, we face only PILs/blackmail."

The number of cars or people in Bangalore is not going to be stagnant while he builds the tunnels or flyovers. By the time the tunnel is built, we'll have that many more cars and people, and the tunnel will be jammed too (if it isn't already flooded). How many tunnels does he plan to keep building? How many more roads will he widen? How many times will we keep having the same discussion on potholes? The idea is to reduce dependency on owned cars and offer sustainable and practical alternative solutions - such as ramping up metro construction, routes, footpaths, last mile connectivity, feeder buses, more bus routes, and bicycle friendly lanes. I shouldn't feel forced to take an auto or cab to go 1.5 kms. I should be able to walk or cycle without being assaulted by gravel, sand, stones, dust, emissions, and sewage. I shouldn't have to drive 1.5 hours for just 22 kms each way for work. Metros and buses should suffice. May God grant him the humility and patience to listen to what everyone is saying.
#WATCH | Bengaluru, Karnataka: On BJP MP Tejasvi Surya, Dy CM DK Shivakumar says, "He has asked for the time, and I have told him that we will meet on Tuesday. Let him give suggestions; no one can stop me. Only God can stop me. There is a law in this country. You have seen tunnels in Mumbai, Delhi, and so many other places. Let him give suggestions; he is an MP, and I welcome him. He should help us; he should get money from the PM and give alternatives... Let them give a solution; if there are good solutions, we will openly debate and discuss..."

So called "Elected representatives" mindset..
@DKShivakumar A million Bangaloreans have said No to Tunnel..
Please drop the Tunnel. Build Public transport. That is what Bangalore wants..
Bengaluru, Karnataka: On the tunnel road project, Dy CM DK Shivamkumar says, "Let anyone oppose, I am least bothered. They have put a PIL. They (opposition) don't want the government to flourish. I will look at it personally. I can't stop working because Tejasvi Surya is opposing. Let those who want to protest do so. What work has he done? Let him come up with a plan of action. Not even a single penny has he brought from the central government. Why couldn't they do a flyover, cut cables hanging on roads? By joining hands with the mafia, they have destroyed Bangalore. Some people are opposing the tunnel road project, challenging it in court. But I will continue it no matter what. It is a must to de-congest Bengaluru. Some BJP leaders are not supporting us, but I will still continue to do the project."

❓Will the Govt operationalise the Metropolitan Planning Committee? Will it appoint experts such as Urban Planners and Transport Planners to the MPC? Will it allow the MPC to form a Vision plan and Masterplan for the city?
