Today, Labour will deliver a Budget that provides breathing space for households, backs businesses and entrepreneurs, and strengthens Britain’s security. We live in a challenging, volatile world. And we can't stop all global shocks that hit Britain, but we can make Britain more resilient for when they do. Labour’s answer to the challenges we face is to take them head on. To give people help with everyday costs, support those running a business or working for themselves, and take action to bring energy bills down for good. To build more homes people can actually afford, back British businesses to grow, and move power out of Westminster so that decisions about your community are made closer to home. Breathing space today. And fresh hope for the future.

🚨 NEW: John Healey is set to announce the following in his Budget later - The gas standing charge will be scrapped to save £27 a year on a typical bill - Green levies on energy bills will be scraped "for good" - NHS prescription charges will be frozen at £9.90 for another year - Poorer households on benefits will receive extra help with energy bills before January's sharp rises - The VAT cut on electricity bills, which was due to expire in April, will be extended (though it's not clear if this will be announced in the Budget or separately) - The Government will remove the link between gas and electricity prices, which currently inflates household bills, "in the long term" - Banks will face higher taxes, with the surcharge on their profits potentially rising from 3% to 8%, making it the Budget’s biggest revenue raiser - HMRC will be given powers to seize money from the bank accounts of people who fail to pay their tax - The freeze on rail fares will reportedly not be extended beyond April - Online retailers like Amazon, eBay and Temu will be made responsible for collecting unpaid VAT from sellers to fund a cut in business rates for high street shops - The thresholds for income tax will be frozen again so another half a million people may be dragged into the higher rate - January's planned increase in fuel duty will be cancelled - Pensioners relying solely on the state pension will see their tax-free allowance rise to £13,036, in line with the pension increase, so they don't pay income tax - Billions in long-term borrowing to invest in defence firms and raise the share of GDP spent on defence (without breaking fiscal rules, as the investments are expected to generate returns) - The upcoming "Your First Home" scheme will be made more generous to provide greater support for middle-income earners - The Budget will also assume the Rosebank oil field is approved, which will generate "significant tax revenues"

This didn’t happen overnight. We kept pushing. Residents told me about high charges and how difficult it was to challenge managing agents. I took those issues to Parliament and now the Government has committed to independent regulation and mandatory licensing ✅

In the next Parliament, Labour will build a National Care Service. This will be the biggest change to the provision of care in Britain since we established our NHS in the 1940s. At Labour Party Conference, Prime Minister Andy Burnham explained why. Everyone knows that Britain’s social care system is broken. And for decades, politicians have failed to fix it. That’s left millions of older people facing care costs which are too much to bear, and living in conditions which are not up to scratch. It’s also increased pressure on our NHS. Visit any hospital and you will see the impact: older people who should be supported at home forced into A&E, and beds occupied by people who could leave hospital, but can’t get access to the help they need as they recover. We won’t let this system continue. So, the Labour way of looking after older people in our country will be a fundamental change. By setting up a National Care Service, we’ll build a way of delivering care with the same principles as the NHS: where everyone contributes and everyone is covered. Older people will be able to access good quality, free personal care with support for their needs. And our National Care Service will deliver care in the home wherever possible, giving older people the respect they deserve. We’ll pay for it by adjusting the triple lock. The triple lock will stay the same throughout this parliament. Labour pledged it in our manifesto and we’ll keep that promise. From April 2030, we’ll adjust it, but it will always continue to rise. We will guarantee that the state pension will rise every year by either inflation or by 2.5% - whichever is higher. Nobody’s pension will go down, and the state pension will be on a sustainable footing for the years to come. We will start laying the groundwork for the National Care Service now, and introduce it in the next Parliament. So this is Labour’s deal. A state pension that rises every year. And a high-quality National Care Service to give peace of mind in later life.

A new National Care Service. Greater public control of water, energy, and housing. A National Commission on Electoral Reform. Strengthening our relationship with Europe. Reforming the education and welfare system. Today I set out a different path for Britain. You may disagree with some or all of what I have said today. But I have given you what you often say is missing from politics. Honesty, ideas and a clear direction for the country we all love. If you agree with enough of what I have said, get behind this plan. And get behind each other. It's time to draw a line. To move beyond a decade of drift and division. To bring a spirit of unity and positivity back to our country. To unlock the working-class aspiration that is still there in every postcode. To hope again.

We can't carry on as we are. Politics as usual has taken Britain backwards, and more of the same won't get us where we need to be. Today, I'll set out a different path for our country. That means having an honest conversation about the things we've ignored for too long, from fixing social care and tackling youth unemployment to giving people more control over energy, water and housing. Hope comes from honesty. It comes from saying the things politicians usually avoid, being straight about the challenges we face, and having the courage to fix them. That's exactly what I will do.

Today, Chiltern Railways has officially returned to public hands. For years, local commuters paid soaring fares into Marylebone while dealing with overcrowding, cancellations and management that put private profit ahead of public service. Change is happening.
