Now—these ATIPS reveal the Government let the program run for nearly a decade, until the industry's own association — the Canadian Association of Professional Immigration Consultants — finally put the fraud in writing and sent it to the deputy minister's desk.
IRCC moved within days— and Marc Miller took another five months to shut the door.
Under s.219 of the Criminal Code, criminal negligence is a "wanton or reckless disregard for the lives or safety of other persons."
If they acted immediately, sixteen people from the Humboldt Broncos would be alive, and Arnold and Joanne De Jong never would have been brutally tortured to death in their Abbotsford home by men who came here on student visas.
Four ministers ran this file—and all four are lawyers—and all four knew exactly what they were doing.
