Through the County Aggregation and Industrial Parks (CAIPs), we are creating opportunities for investment, production and value addition while connecting local producers to reliable markets. Our focus is to shift the National–County Government engagement towards leveraging our collective potential, trading together and building shared prosperity. We also look forward to strengthening our partnership with the Kenya Association of Manufacturers to attract investment, unlock county economic potential and grow county revenues. As we advance the Buy Kenya, Build Kenya agenda, our commitment is to develop bankable solutions that position counties as key drivers of Kenya’s industrialisation. H.E @WilliamsRuto

Responsive justice is inseparable from devolution. Justice must be accessible, inclusive and responsive to the unique needs and realities of communities across our counties. Today, I joined the National Council on the Administration of Justice (NCAJ), led by the Chief Justice and NCAJ Chairperson, Hon. Lady Justice Martha Koome, for the launch of its Strategic Plan 2026–2030, the End-Term Review Report 2021–2026, the Administration of Justice in Kenya Annual Report 2025/26 and the November Child Justice Service Month, 2026. Through Alternative Justice Systems (AJS) and Court Users Committees (CUCs), we have important platforms for identifying bottlenecks, addressing local challenges and strengthening coordination among justice-sector actors. The Council's Devolution Sensitization Weeks and legal and land clinics also continue to enhance public awareness of legal rights and avenues for redress. Our collaboration has further supported County Governments in establishing and equipping Gender-Based Violence Recovery Centres, bringing essential support services closer to communities. I called for structured dialogue towards developing a sustainable framework for prosecuting offences under county laws, greater inclusion of children's voices in justice interventions, and expedited prosecution and trial of gang-related offences. As we strengthen the administration of justice, our collective responsibility must be to ensure that justice is accessible to all, protects the vulnerable and responds to the needs of every Kenyan.

At the 30th Annual @Ihrm_Kenya Conference in Naivasha, I challenged County Governments to put human capital at the centre of transformation by investing in skills development, continuous training, performance management and ethical leadership. With approximately 239,000 public servants across our 47 counties, our focus must shift from the size of the workforce to its productivity, efficiency and impact. We must build a public service where merit, accountability, professionalism and integrity guide decisions. Through the operationalisation of the Devolution Training Institute, the Council of Governors will strengthen the capacity of county officials through demand-driven, competency-based training. We must also deepen dialogue with workers and strengthen collaboration between the National and County Governments to ensure sustainable workforce management and better service delivery. Our goal is clear; productive, people-centred county governments that turn Kenya’s vision of a First World nation into reality. #IHRMConference2026

Today, I joined the launch of the Thamani Asili Programme at Tsavo West National Park, an initiative that seeks to expand Kenya’s conservation areas to 30% by 2040 while promoting biodiversity, climate action and community development. We must invest in revitalizing national reserves, community-led tourism and nature-based enterprises that create livelihoods. Our conservation agenda must ensure that communities living alongside wildlife are partners and beneficiaries. Protecting our natural heritage and improving livelihoods must go hand in hand.

Let us draw inspiration from our heroes and heroines by championing peace, nurturing sporting talent and advancing economic opportunities that improve the lives of all Kenyans. Devolution remains central to this journey, bringing services closer to the people and ensuring every county contributes to Kenya’s progress. We hit the ground running. I held a consultative meeting with the Commission on Revenue Allocation (@CRAKenya) to review its draft recommendations on the Division of Revenue for FY 2027/28. We highlighted critical funding gaps, including KSh 8.6 billion for UHC workers, KSh 65.7 billion for newly delineated and transferred functions, KSh 15.2 billion for SRC remuneration reviews, and at least KSh 2 billion for CBAs. We also called for adequate funding for county transition processes and adjustments that reflect revenue growth to ensure Counties have the resources to deliver services effectively.

A clean environment is a shared responsibility, and protecting it is a duty we owe to present and future generations. This Mazingira Day, I call upon all Kenyans to embrace environmental conservation through tree planting, proper waste management, protection of our water sources and sustainable use of our natural resources. As county governments, we must continue strengthening efforts to protect our ecosystems, address the effects of climate change and build resilient communities. Let us each play our part in building a cleaner, greener and more sustainable Kenya. Happy #MazingiraDay

Lowering the cost of farm inputs, strengthening farmer data through KIAMIS, expanding markets, tackling market distortions and scaling irrigation, water infrastructure, value addition and agro-processing are key priorities in Kenya’s agricultural transformation agenda. The Agriculture & Food Systems Transformation Summit 2026 provided a platform for National and County Governments, partners and stakeholders to take stock of progress and forge a shared, actionable delivery compact towards food sovereignty, job creation and shared prosperity under BETA. With counties at the heart of agricultural extension, production and local economic development, stronger intergovernmental collaboration will be critical to translating increased production into better incomes, jobs and opportunities for farmers. The Council of Governors, led by @CogChair @HEAhmedJiir , joined the President H.E @WilliamsRuto , partners and more than 10,000 stakeholders at the Summit at the Jamhuri ASK Showground in Nairobi.

The 41-day nationwide nurses’ and midwives’ strike has come to an end following the signing of a Return-to-Work Formula between County Governments, through the @KenyaGovernors, and the Kenya National Union of Nurses and Midwives. I welcome this agreement as an important step towards restoring full health services across our counties. All health workers covered by the agreement are expected to resume duty within 24 hours. I commend both parties for choosing dialogue and a negotiated settlement. Our priority now is to ensure our health facilities are fully operational and Kenyans receive the care they need without further disruption. As County Governments, we remain committed to working with health workers and all stakeholders to strengthen our health systems and improve service delivery to every Kenyan.

Today, I welcomed H.E. President @WilliamRuto, Governors, Cabinet Secretaries, Heads of Independent Commissions and Offices, Principal Secretaries and senior government officials to the 13th National and County Governments Coordinating Summit at State House, Nairobi. The Summit remains an important forum for the two levels of government to engage candidly, disagree respectfully where necessary and pursue consensus in the best interest of the people of Kenya. We addressed matters requiring urgent attention, including the conversion of UHC staff to permanent and pensionable terms, the outstanding unbundling and financing of devolved functions, challenges arising from HRIS-Ke, and the enactment of the Intergovernmental Relations (Amendment) Bill. As I prepare to pass on the baton at the Council of Governors, I remain clear that the true measure of our deliberations is implementation. Summit resolutions must move beyond policy commitments and translate into tangible action that improves the quality of life of our citizens.

Consultative meeting with the Salaries and Remuneration Commission (SRC) to address the growing county wage bill and agree on practical, sustainable measures to contain its growth. Counties must be able to attract and retain a capable workforce while ensuring that compensation remains within sustainable limits and does not crowd out resources needed for essential services. We agreed on the need for closer collaboration, better workforce planning and evidence based approaches to remuneration that balance the welfare of County employees with our constitutional responsibility to prudently manage public resources.

Governors led by the Chairman, H.E. FCPA @HEAhmedJiir, today joined H.E. Deputy President Prof. Kithure Kindiki and other stakeholders at a Special Intergovernmental Budget and Economic Council (IBEC) meeting to address pressing issues affecting the health sector across the Counties. At the heart of the discussions were the transfer of Universal Health Coverage (UHC) staff to County Governments, implementation of the 12th National and County Governments Summit resolutions on payment of SHA statutory deductions, and the ongoing industrial action by nurses across the Counties. The meeting provided an opportunity for the National and County Governments, together with other stakeholders, to engage on practical steps towards resolving the outstanding issues and restoring stability within the health sector. Cooperation between the two levels of government remains critical to protecting the gains made in healthcare and ensuring that devolution delivers quality services closer to the people.

As we mark 16 years of the Constitution of Kenya 2010, I joined H.E. President @WilliamsRuto , the Chief Justice @CJMarthaKoome , the Speaker of the Senate @HonAmasonKingi Deputy Speaker of @NAssemblyKE @GladysShollei and other leaders for a high-level reflection on constitutional accountability and devolution at #KatibaAt16. Devolution has transformed lives through investments in all devolved sectors. As we look ahead, we must ensure that resources follow functions, devolved functions are fully transferred, and County Governments receive predictable and timely financing. At the same time, Counties must uphold accountability, transparency, prudent financial management and measurable results. Development must also transcend political cycles. Projects initiated with public resources belong to the people and should be completed where they remain viable and serve the public interest. Most importantly, citizens must remain at the heart of governance, not only during elections, but through meaningful participation in planning, budgeting, implementation and oversight.

The County Aggregated and Industrial Parks (CAIPs) are central to Kenya’s long term development Blueprint and its transformation into an industrialized middle-income economy that offers a high quality of life to all its citizens. The Council of Governors (CoG), led by Chairperson H.E. FCPA Ahmed Abdullahi, today held a consultative meeting with the Deputy President H.E Prof. Kithure Kindiki to fast-track the finalization and operationalization of County Aggregation and Industrial Parks (CAIPs). Eight County Governments, including Meru, Embu, Kirinyaga, Kisii, Busia, Migori, Garissa and Wajir, have achieved over 90% completion of construction works, with the focus now shifting to its full operationalization. This includes ensuring the Parks have access to enabling infrastructure such as roads, electricity, water, ICT, waste management, weighbridges and equipment. The engagement agreed on clear, time-bound actions between the National and County Governments to address outstanding bottlenecks and ensure CAIPs deliver on their promise of value addition, enterprise development, employment and expanded market access.
