Houston is testing whether demand for premium offices can support new towers.
Houston has only about 1.5 million square feet of office space under construction, a record low, and more than 85 percent of it is already preleased.
Houston is testing whether demand for premium offices can support new development despite overall vacancy of about 19%. Modern buildings are much more tightly leased, showing that abundant space in older properties does not necessarily meet tenants’ needs.
The city is marketing 611 Walker St. and 1200 Travis St. for redevelopment. The Walker site could accommodate roughly 1 million square feet of office space, but neither site is a committed tower project yet.
A proposed 32-story tower at 4701 Westheimer Road would deliver more than 520,000 square feet, though no construction timeline has been disclosed. Another speculative office tower is already underway near River Oaks and Highland Village.
Limited new supply: about 1.5 million square feet is under construction, a record low, with more than 85% already preleased. Market improvement is expected to remain gradual and uneven through 2027.

Rice University plans to break ground on The Arc, a 200K SF, laboratory and office building in Midtown’s Ion District, with an estimated cost of at least $75 million.
At 4151 Main St., next to the existing Ion building. Construction slated to begin Nov. 5 and finish in March 2028.
U.S. office vacancy is falling, but the forecast points to a recovery that doesn’t require a hiring boom.
CoStar now expects 12 million square feet of office inventory to disappear this year. That makes the vacancy forecast look better, not the demand forecast.
New construction has collapsed. The Americas office construction pipeline is 82% below its 2020 peak, leaving little new supply to relieve pressure on premium buildings.
Kilroy’s office leasing volume jumped 45%, but the more revealing story is who signed the leases.
Kilroy signed 815K SF of new and renewal leases in the third quarter. YTD volume exceeded 1.75 million square feet, roughly 45% above the same nine months in 2025, with demand extending beyond AI into legal, robotics, biotech, financial and professional services.
Tenants are making longer commitments: A majority of signed leases carried longer terms.
Demand for outpatient care is growing, so why might some outpatient properties still struggle?
Before buying an outpatient medical building, ask one question: Who could use this space after the current tenant leaves?

A flat vacancy rate looks like a market standing still.Houston’s office vacancy sits at 27.6%, unchanged from last quarter and from a year ago. Read only that number and you miss the quarter.

Office investment is gaining traction in select markets as better leasing conditions and reset values draw capital.Demand stays focused on trophy and well-located assets, while distress and refinancing pressure create openings for recapitalizations, restructurings, and acquisitions.
