PART 2/2 — @Ripple GOT THE CHARTER. NOW FOLLOW THE COLLATERAL. The bank charter wasn’t the destination. It was another piece of the infrastructure needed to move institutional assets. 5. FOLLOW THE TREASURIES. $RLUSD reserves include cash, government securities, and cash equivalents. As stablecoins grow, so can demand for short-duration U.S. Treasuries. We’ve been tracking this for a year. Lets connect the dots: Issuance. Treasury-backed reserves. Regulated custody. Collateral administration. Institutional payments. Digital $ are becoming part of traditional capital-market infrastructure. 6. ENTER RIPPLE PRIME. Ripple identifies $RLUSD being used as collateral within RP — But collateral requires more than tokenization: Legal control. Custody. Valuation. Margin. Liquidation rights. Counterparty acceptance. The OCC charter strengthens the fiduciary FOUNDATION. It does NOT automatically make $RLUSD eligible collateral at FICC or other clearinghouses. Those remain separate regulatory and operational gates. 7. REWIND TO OCT-5TH Ripple Custody v1.43 added support for: • Canton Network • Circle’s Arc • Sui, including native USDC These are software capabilities, not new regulatory approvals. Ripple can support custody operations across multiple networks without requiring those assets to settle on XRPL. Now we add federally supervised fiduciary custody. One development expands technical capabilities and the other establishes a regulated legal institution. Different functions. Complementary. 8. OCT15 —CROSS RIVER BANK Ten days later, @crossriverbank announced $RLUSD integration into its proprietary Core Operating System - w/ XRP Ledger transaction support. One API connecting fintech customers to: • ACH • Wire transfers • Real-time payments • RLUSD on XRPL • Cross-border and treasury transfers No separate blockchain infrastructure required for customers. This is a bank integrating XRPL-based settlement into its EXISTING payment technology. Not replacing its core banking system. Not converting bank deposits into XRP. Not evidence of XRP being used as a bridge asset. Cross River’s integration does NOT depend on Ripple’s new OCC charter. But the architecture emerging: RC: multi-ledger asset support CRB: regulated banking distribution and XRPL payments RNTB: federal fiduciary supervision RP: institutional collateral and brokerage services. Separate entities. Separate authorizations. Separate licenses. Incredibly complementary. 9. XRP ENTERS WHERE?! CRB didn’t announce $XRP bridge settlement. Canton custody doesn’t require $XRP. But Ripple is assembling capabilities across custody, payments, stablecoins, treasury management, and institutional liquidity. XRP’s opportunity is where actual transaction flows require it: • Cross-currency bridging • On-demand liquidity • Settlement between assets Not every transaction will need XRP. The question is — Which transactions eventually do? 10. WHAT’S NEXT? We’ll see. But with regulatory framework expanding and technical integrations expanding…. Now institutional adoption and transaction volume must follow. Who connects? What assets enter? What collateral moves? Which settlement rails get used? My guess? FED MASTER ACCOUNT Upon final acceptance, the OCC expects you to apply. RIPPLE DIDNT GET THE KEYS TO THE BANK. THEY WERE APPROVED: TO BE THE BANK THAT CAN HOLD ALL THE KEYS. NEXT: we find out what those keys actually open
THEY DIDN’T GIVE RIPPLE THE KEYS TO THE BANK. THEY APPROVED THE BANK THAT CAN HOLD THE KEYS. And if you think those are the same thing, you’re about to miss the entire story. October 26, 2026. The OCC grants FINAL approval to charter Ripple National Trust Bank. Not conditional. Not another application. FINAL. Days after the OCC finalized new stablecoin capital rules. And right before Ripple Swell. Coincidence? Maybe. Let’s follow the plumbing. 1. WHAT DID RIPPLE ACTUALLY GET? A commercial bank takes deposits, makes loans, and creates credit. A national trust bank does something different. It safeguards assets, administers property, manages collateral, and acts as a fiduciary under federal OCC supervision. Ripple didn’t receive a license to become JPMorgan. It received approval for federally supervised trust infrastructure. 2. THREE AUTHORIZED ACTIVITIES. • Managing segregated RLUSD reserves. • Acting as collateral trustee for RLUSD holders. • Providing fiduciary digital asset custody. Read that second one again. COLLATERAL TRUSTEE. That’s a legal responsibility, not a marketing slogan. Institutions need to know who controls collateral, who benefits, and what happens when something fails. 3. THE THREE-LAYER STRUCTURE. Standard Custody & Trust Company remains RLUSD’s NYDFS-regulated issuer. Ripple National Trust Bank adds federal OCC supervision over reserve administration and fiduciary activities. BNY remains the primary reserve custodian. Issuance. Custody. Fiduciary oversight. Separate responsibilities. Different regulatory relationships. 4. NOW LOOK AT OCTOBER 23. Three days earlier, the OCC finalized stablecoin capital regulations. The framework allows qualifying uninsured national trust banks to elect an alternative capital treatment, subject to approval. That doesn’t mean Ripple automatically qualifies. But the regulatory architecture is taking shape. Capital requirements. Federal supervision. Reserve management. Institutional custody. The charter isn’t the finish line. It’s the legal foundation for what comes next. PART 2: How this connects to Treasuries, Ripple Prime, collateral markets, and potentially XRP.

Big news heading into @RippleSwell: the @USOCC has granted final approval for Ripple National Trust Bank. This gives Ripple a federally supervised platform to support $RLUSD and provide digital asset custody to enterprises. We’ve always said crypto and banks work better together — this is what that looks like. Real innovation, real accountability, federal oversight. The revolution isn't happening outside the system. It's happening from within it.
