When local politicians play activist instead of judge. Pennsylvania's Municipalities Planning Code requires officials deciding a conditional use application to act as judges, not advocates. The standard is avoiding even the appearance of bias. Six of seven Archbald council members went on the record against the Wildcat Ridge data center before the hearings began.
