That doesn't really prove anything other than the past lives up to that point did some heavy lifting in the overall output of power. Raava said herself that as Vaatu grows stronger she becomes weaker, not in the sense of being powerless but she cant reach her potential....

I like how the movie debunked the "prime raava" nonsense. Before she even got the staff, sonam with past lives and a small raava conjured a mountain that dwarfed an entire mountain range. Kuvira's mech couldn't even finish off a small mountain in comparison.

So the avatar state was lacking heavy in some aspects. Korra having a fully grown Raava expanded that potential and power which is why she was able to bend raw spiritual energy, something unheard of to the past avatars. Conjuring a mountain is impressive for her but that would...
