I think this was significantly more true when the average person had wealth or the opportunity to accrue wealth. once you have wealth or will have wealth it makes sense to make laws to protect your wealth. Gen z and millennials do not have wealth, nor do they have a path to it

a lot of people have mentioned small alternatives with less than 1m monthly users, I personally think it's a bit of a fool's errand to try to be a first adopter. imo for artists and people who have a large backlog of content to move it makes sense to wait for a winner to emerge

Hard to say. Instagram is the most obvious choice what with it being extremely close to twitter in daily users Tumblr is still a fairly populated ~250m visits a month. I think overall we will have to wait and see where the majority of users move to.
