इस सरकार ने सेना में सीधी भर्ती रोककर अग्निवीर योजना शुरू की थी, जिसके अंतर्गत पहले चार वर्षों के लिए अग्निवीर के रूप में नियुक्ति की जायेगी और उस के उपरांत नियुक्त अग्निवीरों में से 25 प्रतिशत को सेना में नियुक्त किया जाएगा और शेष 75 प्रतिशत को सेवा से मुक्त कर दिया जाएगा। जो अग्निवीर सेवा से मुक्त होंगे, उन्हें पेंशन नहीं दी जाएगी। मैंने कहा था कि यह योजना हमारी रक्षा व्यवस्था को कमजोर करेगी और यह राष्ट्रहित में नहीं है। Social media पर इस संबंध में अपने व्यक्तव्य का लिंक मैं नीचे दे रहा हूँ।
अब सरकार ने घोषणा की है कि नियुक्त किए गए अग्निवीरों में से 25 प्रतिशत को सेना में तो लिया ही जाएगा और शेष 75 प्रतिशत को दो वर्ष बाद सेना में नियुक्त किया जाएगा। यह क्यों किया जा रहा है? सरकार के प्रवक्ता का कहना है कि समीक्षा के बाद उन्हें पता चला कि सभी अग्निवीर बहुत योग्य हैं। क्या आपने इसलिए अग्निवीर योजना प्रारम्भ किया - कि चार वर्षों तक आप यह विचार करते रहें कि ये सेना के योग्य है या नहीं? यह तय करने में चार वर्ष लग जाते है ? सरकार में जो आधे पढ़े लिखे लोग है वे सोचते है कि जनता मुर्ख है और वे जो भी कहेंगे उसे जनता विश्वास कर लेगी। जनता मुर्ख नहीं है। जो लोग जनता को मुर्ख समझते है वे मुर्ख है। निर्णेय बदलने का असली कारण यह है कि उत्तर प्रदेश और पंजाब का चुनाव निकट है; और उनको लगता है कि अग्निवीर के निकाले जाने के कारण उनके वोट कम हो सकता है।
एक सवाल जवानों की पेंशन का है। चार या छह साल अग्निवीर के रूप में सेवा करने के बाद यदि उन्हें सेना में नियुक्ति मिलती है, तो सेना में उनकी कुल सेवा 15 वर्षों से कम होगी और उन्हें पेंशन नहीं मिलेगी। अर्थात् 12–13 वर्ष काम करने के बाद भी उन्हें पेंशन नहीं मिलेगी। यह हमारी सेना के जवानों को ठगने जैसा होगा। सरकार इस बिंदु को स्पष्ट करे।
यदि रक्षा मंत्रालय के पेंशन बजट को कम करने का मकसद है, तो मैंने इसका रास्ता पहले ही बता दिया था। लेकिन यह बात सरकार में बैठे लोगों को समझ में नहीं आई। इसका तरीका यह है कि सेना में कलर सर्विस की अवधि 10 वर्ष रखिए और उसके बाद उन सैनिकों को पैरामिलिट्री फोर्सेज़ में समाहित कर लीजिए। वे वहाँ 60 वर्ष की आयु तक सेवा करेंगे और उसके बाद उन्हें वहीं से पेंशन मिलेगी। इससे रक्षा मंत्रालय पर पेंशन का बोझ समाप्त हो जाएगा; हमारी सेना की औसत आयु कम होगी, पैरामिलिट्री फोर्सेज़ को प्रशिक्षित जवान मिलेंगे और ये प्रशिक्षित जवान सेना के रिजर्व के रूप में भी काम करेंगे। बिना अतिरिक्त खर्च बढ़ाए हमारे देश की सैन्य बल दोगुनी हो जाएगी।
आशा है कि अब सरकार में बैठे लोगों को यह बात समझ में आएगी।
जनता के लिए संदेश है कि सरकार में पढ़े-लिखे और विद्वान लोगों को ही चुनें, तभी देश तरक्की करेगा।

Indian Youth Congress reprimanded some of its officials for not attending the recent event in Delhi. I don't care about what the party does or does not. But I saw a TV news channel reporting something to the effect "dissent within Congress because of action taken". I am almost certain if the incumbent party (center) had done this, the same channel would have said "a shining example of party discipline". Just Indian TV media things.
