PRESS RELEASE FOR IMMEDIATE RELEASE December 27th 2025 *TOR RESUMES OPERATIONS AFTER YEARS OF INACTIVITY* The Tema Oil Refinery (TOR) Ltd. is pleased to announce the successful resumption of crude oil refining operations after several years of inactivity, marking a historic milestone in the revitalization of Ghana’s downstream petroleum sector. This achievement follows the successful completion of major Turnaround Maintenance (TAM) works on the Crude Distillation Unit (CDU), executed within three months from 1st August, 2025 to 30th October 2025. The maintenance works were undertaken in strict compliance with international engineering, safety, and operational standards. Following the completion of the TAM, the National Petroleum Authority (NPA) conducted comprehensive regulatory inspections and confirmed TOR’s full compliance with all mandatory safety and operational requirements. Consequently, the NPA granted clearance for the resumption of refining activities. As part of a phased transition toward full operational capacity, and in advance of the refinery’s official recommissioning, TOR will continue operating over the coming months to stabilize systems, optimize performance, and ensure sustained operational reliability. In addition, TOR has completed the installation of a new furnace, F-61, which will soon be commissioned and integrated into the CDU. This critical upgrade will enable the refinery to restore its original nameplate capacity of 45,000 barrels per stream day (bpsd), up from the current operating level of 28,000 bpsd, with a clear strategic pathway to expand the capacity to 60,000 bpsd in the medium term, following the installation of a new Air-Cooler. The Government of Ghana will formally commission and tie-in the F-61 furnace at a later date. Details regarding the commissioning event, including timing and arrangements, will be duly communicated to stakeholders and the general public in due course. TOR expresses its deep appreciation to His Excellency President John Dramani Mahama for his continued support, vision, leadership, and steadfast dedication and commitment to the restoration of TOR as a critical pillar of Ghana’s energy infrastructure. The refinery also extends profound appreciation to the Minister for Energy and Green Transition, Hon. Dr. John Abdulai Jinapor (MP), whose dedication, technical oversight, and policy leadership have been instrumental in restoring TOR to operational life. His consistent support and hands-on engagement have ensured the effective alignment of technical execution with national energy priorities. TOR further commends its board, management, and entire workforce for their enthusiasm, resilience, professionalism, and unwavering sense of purpose throughout this revival journey. The staff of TOR remains committed to sustaining the refinery’s renewed operational momentum and achieving excellence across all aspects of refinery performance. The Board and Management of TOR Ltd. extend sincere gratitude to the Government of Ghana, stakeholders, and the Ghanaian public for their continued confidence and support. TOR remains firmly committed to operating safely, efficiently, and sustainably as it reclaims its role as a cornerstone of Ghana’s energy infrastructure. -END-

It was such an honor yesterday at the Gov’t Accountability Series. I outlined the transformation taking place at the refinery and the plans underway to fully restore and prepare it for future growth. I spoke briefly about the condition of TOR inherited in 2025, noting that the Crude Distillation Unit (CDU) had been out of operation since 2021, the Residue Fluid Catalytic Cracking (RFCC) Unit inactive since 2019, TOR’s debt had risen to about US$517 million, and six-years of account remained unaudited. Under the Government RESET Agenda, management focused on restoring operations, clearing the audit backlog, tightening financial controls and addressing long standing staff promotion cases. The CDU turnaround was prioritized and carried out between August and October 2025. It was funded from TOR’s internally generated funds and completed its engineers and technicians. Following safety inspections and clearance by the National Petroleum Authority, crude processing resumed on 19 December 2025. Since restarting operations, TOR has received several crude cargoes, including Ghana’s Jubilee crude and a 950,000-barrel Sankofa cargo from GNPC. At the briefing, samples of crude oil and refined products were also displayed to highlight the value of processing Ghanaian crude locally. I also reported progress in the refinery’s commercial and financial position. The company recorded a GH¢1.24 billion profit before tax in 2025, completed its outstanding audited accounts and increased commercial revenue compared with 2024. The recovery program has also supported employment for engineers, temporary workers and local contractors. The CDU is currently processing about 28,000 bpsd, while TOR’s technical team and engineers from Verga Engineering working on the F-61 tie-in to raise throughput towards 45,000 - 55,000 barrels per day. A five-year strategic plan is guiding future investments and reforms. The longer-term plans include expanding the existing refinery, developing a new refinery and petrochemical facilities, and increasing storage capacity. TOR is refining again, and work is underway to raise throughput and complete further upgrades. The focus now is keeping that progress going and enabling the refinery to contribute meaningfully to Ghana’s energy needs. All the credit goes to the workers of TOR in working hard to ensure H.E President Mahama’s Reset Vision for TOR is sustained.

I was honoured to join other CEOs and the National Chairman of our great party, the NDC, today at the National TEIN Conference at the Jophus Anamuah-Mensah Conference Centre, University of Education, Winneba. I encouraged our TEIN comrades to remain committed and dedicated to the cause of the party. I reminded them that no sacrifice made for the party will ever be in vain — even if the benefits do not come today, they will definitely come tomorrow. I also used the opportunity to assure the youth that as young people currently serving in government, we will do our very best to ensure they get the opportunities, mentorship, and support they need to thrive.

TOR Partners GNPC to Receive Historic 950,000 Barrels of Sankofa Crude Oil via Sonangol Cazenga. A Ghanaian Crude, supplied through GNPC, processed at TOR and converted into fuel products for the Ghanaian Consumer. This represents another important milestone in the successful restart and continued operation of Tema Oil Refinery and demonstrates what can be accomplished when Strategic State Agencies work together. Tema Oil Refinery Ltd. in partnership with the Ghana National Petroleum Corporation GNPCGhana (GNPC), has received a historic 950,000 barrels of Light Sweet Crude Oil from the Sankofa-Gye Nyame Field from the OCTP in Sanzule in the Western Region marking a significant milestone in Ghana’s efforts to strengthen domestic refining capacity and enhance energy security. The landmark shipment represents an important step in realizing H.E President John Dramani Mahama reset vision of linking Ghana’s Upstream with the Mid and Downstream by ensuring all the value in Ghana’s petroleum resources is added and retained in Ghana to benefit the Ghanaian people. This has deepened collaboration between two key players in Ghana’s petroleum industry, the GNPC and TOR and reinforces the strategic importance of local crude oil resources to the country’s energy sector. The Managing Director of TOR noted that the partnership demonstrates the potential for stronger cooperation between upstream and downstream petroleum operators to improve crude oil supply, support refinery operations and create greater value from Ghana’s natural resources. He further disclosed that this is the first time a Ghanaian refinery would receive a parcel of crude oil from the Sankofa Field for refining. He described the receipt of this Crude from GNPC as an important opportunity for TOR to strengthen its operations while contributing to Ghana’s broader objective of building a resilient and sustainable petroleum industry. The development also highlights the importance of leveraging Ghana’s indigenous petroleum resources to support local refining, deepen industry collaboration and retain more value within the domestic economy. GNPC and TOR are discussing to deepen collaboration in other areas and work together for the mutual benefit of both Agencies and the Ghanaian People. The MD of TOR thanked H.E President John Dramani Mahama for his visionary leadership, Hon. Dr John Abdulai Jinapor, Minister for Energy for his leadership and the CEO and Management of GNPC led by @Kwame Ntow for their partnership. He also thanked the Refinery’s Tolling Partners Fujeirah and Triangle Commodities Trading (TCT) for their continued support and commitment to TOR.

Words fail me. Thank you Mr. President H.E. John Dramani Mahama. Thank you, my Big Brother, Hon. Dr. John Abdulai Jinapor. Tema Oil Refinery Ltd. remains indebted to you. Mr. President, thank you for allocating Ghanaian Indigenous Crude to TOR. “Ghanaian crude. Refined by Ghanaian engineers. In a Ghanaian refinery.” For a nation that has exported crude for over fifteen years while importing refined products, this is a profound turning point in our industrial history. Your Excellency, we strengthened financial discipline and improved operational efficiency. During the Turnaround Maintenance of the Crude Distillation Unit, TOR engaged 301 temporary workers, including many new graduates, to complete the refurbishment in record time. As the RFCC Unit TAM continues, 287 more temporary workers have been engaged. We also awarded contracts to 35 local subcontractors who employed 654 temporary workers. Beyond this, we recruited a record 300 young engineers into permanent roles to secure the future of Ghana’s refining industry. In total, 1,542 Ghanaians have gained opportunities through permanent and temporary employment — with skills, income, dignity, and hope. Each job supports a family and strengthens a future. This is the true impact of the RESET and RESTORATION of TOR: restoring livelihoods, rebuilding technical capacity, and creating opportunities. Your leadership transformed hope into policy and policy into results. Hon. Dr. Jinapor, your visit restored confidence when many had lost hope. Your directive to release 400 solar streetlights improved safety and supports the 24-Hour Economy. Thank you for your mentorship. I also thank Edudzi Tameklo and NPA, Afetsi Awoonor and BOST, Edward Bawa and GOIL, Kwame Ntow Amoah and GNPC, and partners Triangle and Fujairah for their trust and technical support. To our Board, Management, and every TOR staff: this achievement belongs to you.

Today, Tema Oil Refinery successfully held its 18th Annual General Meeting (AGM), bringing together our shareholders, the State Interests and Governance Authority (SIGA), the Ministry of Finance, and other key stakeholders. We were honoured by the presence of the Hon. Minister for Energy and Green Transition, Dr. John Abdulai Jinapor. A significant milestone of this AGM was the consideration of nine (9) years of audited financial statements, covering the period 2017, 2018, 2019, 2020, 2021, 2022, 2023, 2024 and 2025. The accounts, audited by KPMG and the Ghana Audit Service, mark an important step in strengthening transparency, accountability, and sound corporate governance at the Refinery. Most importantly, after years of consecutive losses dating back to 2017, Tema Oil Refinery has recorded a Profit After Tax of GH¢1.24 billion for the 2025 financial year—our first return to profitability in nearly a decade. This achievement reflects the collective commitment, discipline, and resilience of the Board, Management, staff, Government, and our valued stakeholders. This milestone is was achieved because H.E. President John Dramani Mahama’s gave us his marching orders to achieve the Reset Agenda in SOE Management, which places renewed emphasis on transparency, accountability, operational excellence, and the revitalisation of strategic state-owned enterprises. While we celebrate this historic turnaround, we remain focused on the work ahead—restoring Tema Oil Refinery to its rightful place as a world-class refinery that delivers energy security, creates value for the people of Ghana, and contributes meaningfully to national economic transformation. #TemaOilRefinery #TOR #ResetAgenda #Transparency #Accountability #CorporateGovernance #EnergySecurity #StateOwnedEnterprises #Ghana
