As the 21st EAC Sectoral Council Meeting on ESTCS heads into its Ministerial session tomorrow, several important issues have been under consideration by Senior Officials and PS’ from EAC Partner States. The discussions have focused on reviewing progress in implementing previous Council decisions, addressing outstanding commitments and preparing recommendations across education, higher education, scientific research, innovation, digital transformation, culture and sports. What follows tomorrow is particularly important. Ministers from all 8 partner states will consider the recommendations presented by the technical and Permanent Secretaries’ sessions, deliberate on outstanding matters and are expected to adopt and sign the Council Report. Beyond the meeting, attention will turn to how the decisions are implemented by Partner States and EAC institutions, and what they mean for students, researchers, innovators, cultural practitioners and young people across East Africa.

Today, we move into another important stage of the 21st EAC Sectoral Council Meeting on Education, Science and Technology, Culture and Sports, with Permanent Secretaries and Under Secretaries from Partner States taking forward the discussions. Tomorrow, 31 October, Ministers are expected to consider the recommendations and conclude the meeting.
I am joining representatives from across EAC at @iucea_info, for the 21st Sectoral Council Meeting on Education, Science, Technology, Culture and Sports (ESTCS). The meeting brings together Senior Officials, Permanent Secretaries and Ministers from EAC Partner States to review progress on regional commitments and deliberate on key priorities shaping the future of education, science, technology and innovation in East Africa. Of particular interest to me are the discussions around the EAC Artificial Intelligence Strategy and Digital Transformation Strategy, especially how we can ensure that young people are not left behind as our region embraces emerging technologies. Having been part of the regional conversations on Artificial Intelligence, I look forward to following these discussions, engaging with stakeholders and sharing insights on what the decisions mean for young people, innovators and the future of our region.

Of particular significance to EASTECO is the consideration of the EAC Artificial Intelligence Strategy, which has undergone extensive national consultations across all eight Partner States, followed by a regional validation process in Kampala earlier this year. The Strategy seeks to address one of the region’s major challenges: while Artificial Intelligence innovation and adoption are already taking place across our Partner States, these efforts require greater coordination, harmonized policy frameworks, shared infrastructure, investment in research and innovation, and stronger institutional collaboration.
This week, the 21st EAC Sectoral Council Meeting on Education, Science, Technology, Culture and Sports (ESTCS) is underway at the Inter-University Council for East Africa (IUCEA) Headquarters. The meeting brings together representatives of EAC Partner States to review progress on previous Council decisions and deliberate on key regional priorities, including the EAC Artificial Intelligence Strategy and Digital Transformation Strategy. Discussions begins with the Senior Officials level, followed by Permanent Secretaries, ahead of the Ministerial session scheduled for 31 October 2026. For @easteco1, this is an important opportunity to advance regional cooperation in science, technology and innovation, particularly the development of a harmonized approach to Artificial Intelligence across East Africa.

Over the past few days, Senior Officials from Partner States have been reviewing the implementation of previous EAC Council decisions, examining outstanding matters and putting together recommendations that will guide the next stages of deliberations. The conversations cut across education, science, technology, research, innovation, culture and sports. Beyond the technical reports and policy discussions, these are sectors that shape how our universities collaborate, how researchers access opportunities, how we develop and support talent, and how our countries learn from one another. For me, what makes these discussions interesting is understanding where Partner States have made progress, where implementation has been slow and what needs to change to make regional cooperation work better. As we move towards the Ministerial session on Saturday, 31 October, the focus shifts to the recommendations that will be presented for consideration and the decisions that could guide the next phase of work across the region.

Highlight of our Fellows’ Industry visit to Vylor (Corteva Agriscience) in Rosslyn, Pretoria 🇿🇦 The visit provided insights into seed systems, crop protection, biotechnology and the role of agricultural research in improving productivity and resilience. Fellows explored how scientific innovation and private-sector investment can contribute to stronger agricultural value chains, while discussing opportunities for collaboration between established industry players and emerging agribusinesses. As climate change, resource constraints and evolving market demands continue to reshape African agriculture, access to appropriate technologies and scientific knowledge remains increasingly important. The engagement highlighted the opportunities available to young entrepreneurs who can integrate research, innovation and technology into their business models.

In my conversation with @Uwihanganye_A, CEO of @GTSummit2026, I asked him why Nairobi was chosen to host the inaugural gathering on rebuilding global trust. At a time when confidence in international institutions and global systems is increasingly being questioned, what makes Nairobi the right place to begin this conversation? And what does hosting the Summit in Africa mean for the continent’s role in shaping a more inclusive global order? @SingoeiAKorir
