CC @USEmbassyLibya - A clarification is in order: The Central Bank of Libya (CBL) Board of Directors is scheduled to meet early next week, with Naji Essa in attendance.
The House of Representatives (HoR) has the prerogative to exercise its lawful oversight authority and address the actions/inactions of the CBL Governor. Yesterday’s measure is temporary, pending the HoR’s next session, when the Governor’s resignation is expected to be formally brought before the House for consideration.
A broader and more fundamental point must also be made. It is important that the United States and other countries convey an unequivocal message to Libyan officials, including the CBL Governor, among others: invoking the purported backing of foreign governments as a guarantee of political immunity or permanence in office is unacceptable and deeply damaging to Libya’s sovereign political and unification efforts.
No Libyan official should consider themselves above accountability or beyond removal by the competent national authorities merely because of perceived foreign support. This is especially critical during these exceptional circumstances and pivotal moments in Libya's history.
Foreign partnerships must reinforce, not undermine, Libya’s national sovereignty, institutional accountability, and independent national political agency.

The United States is disturbed by today’s developments at the Central Bank of Libya (CBL). Efforts to interfere with the CBL’s technocratic integrity and independence carry a significant risk of undermining Libya’s financial and economic stability. The United States will continue to partner with Libyan stakeholders to help Libya address its economic challenges and achieve stability and security for the Libyan people.

The guiding principles here in Benghazi are clear: #Libya’s national interest first, sovereignty, independent national decision-making, strategic autonomy, and non-interference.
The current and relatively immediate strategic objective of the authorities in #Benghazi is to unify the homeland, restore the authority of the state, safeguard territorial integrity, achieve full national sovereignty, and ensure the independence of national decision-making.
It goes without saying that, from Benghazi’s perspective, friends and partners are those who support these principles and contribute to achieving these immediate strategic objectives. #Libya

Meanwhile, Benghazi will host a House of Representatives session, with ratification of the Libya–Turkey maritime agreement back on the agenda.
Ankara and Benghazi could be on the cusp of a major breakthrough in relations, with significant geopolitical implications for Libya and the wider Eastern Mediterranean.

The United States congratulates Mr. Salihin Abdalnabi on becoming Speaker of the Libyan House of Representatives, as well as Mr. Tareq Ashtar and Mr. Misbah Douma on their selections as First and Second Deputy Speaker respectively. We look forward to working with the House of Representatives, its new leadership, and all Libyan stakeholders and institutions to advance a political process that unifies Libya's political, economic, and military institutions and clears the way for successful national elections. Libya's leaders and people have an opportunity to overcome their divisions, achieve national unity, and forge a lasting peace. Working closely with the UN Support Mission in Libya (UNSMIL) and our international partners, the United States will remain at the forefront of diplomatic efforts to support Libyan-led unification.

The United Nations Support Mission in Libya (UNSMIL) followed the recent sessions of the House of Representatives (HoR) held in Benghazi earlier this week. On 5 October, the House convened and we are informed that there were at least 102 members participating in the session. Ninety-eight members voted to amend the Rules of Procedure, including establishing a rotating 12-month term for the Presidency of the HoR. On 6 October, we are informed that at least 111 members in attendance conducted elections for a new Presidency of the HoR. UNSMIL notes the election of Mr. Al Saleheen Abdulnabi as Speaker of the House of Representatives, as well as the election of a new leadership team.
UNSMIL stresses its commitment to engaging with the HoR, its new Presidency, and all members. The Mission will continue its engagement with the parliament to advance the UNSMIL-facilitated political roadmap to unify institutions, address critical reforms, and hold elections within the timeframe stipulated in the Smaller Convening Agreement signed on 30 August. We are committed to working with Libyan stakeholders and international partners in this effort.

After 12 years, Agila Saleh is out. His replacement, al-Saleheen Abdul Nabi al-Abidi, comes from the same tribe and clan. That is no coincidence.
Drawing on our sources, we examine who he is and how the LNA secured his selection, balancing tribal interests and ties with Cairo while bringing parliament firmly into its orbit.

Interesting read of the week
As the Hormuz crisis reshapes global energy markets, Libya is gaining renewed attention as an alternative oil and gas supplier.
But can Libya turn higher demand into lasting economic gains, or will it deepen the country’s dependence on hydrocarbons?
