The CBN is tightening how closely it checks whether banks can actually detect and stop transactions linked to terrorism financing. The focus is on the systems banks use for transaction monitoring, sanctions screening, terrorism-financing risk management and suspicious-transaction reporting. The CBN says it will use both on-site and off-site supervision to test how well these controls work. This matters because having anti-money-laundering rules on paper is different from having systems that can spot suspicious activity quickly enough to act. Banks are already required to strengthen automated monitoring under newer CBN standards. So the shift is really about enforcement: the CBN wants evidence that banks can identify risky transactions, apply sanctions correctly and report suspicious activity before the financial system is exploited.
