A strong decision by the U.S. State Department – authorizing Ukraine’s purchase of Patriot interceptors to counter Russian ballistic missiles. Five hundred PAC-3 interceptors is a substantial number, and very soon – this winter – they COULD make for a highly effective defense package. However, it has been stipulated that deliveries may begin ONLY IN A FEW YEARS. We are asking our American partners to find a solution for the time when there is a real danger and a real need to use PAC-3 interceptors.
Right now, the Russians are attacking our energy infrastructure every single day. In just these past two weeks of October, there have already been more than 30 Russian strikes on critical parts of our power grid. It is right now, even before the beginning of winter, that Putin has started carrying out his operation to attack the systems that sustain life in our cities and communities. The targets are electricity, heating, water supplies, bridges, and life in our cities in general.
We did ask our American partners to provide Ukraine with a winter support package – at a rate of 100 Patriot interceptors per month. Five hundred missiles would be enough to protect our skies over the coming months – precisely when it is so important for Ukraine to be in a strong position in negotiations and for Russia NOT to succeed in breaking life in Ukrainian cities and communities.
The United States, our European partners, and other partners around the world have sufficient stocks of PAC-3 interceptors in their warehouses. Providing them to Ukraine right now – in the winter of 2026–2027 – and replenishing our partners’ arsenals LATER, in THE FOLLOWING YEARS, through this production already contracted and paid for by Ukraine and our partners would be the right approach. And it is entirely feasible.
We are grateful to President Trump. Importantly, we recently discussed PAC-3 interceptors with Secretary of State Marco Rubio. Ukraine is grateful to the U.S. State Department and the U.S. Administration overall for granting this authorization. But we are asking for decisions that can guarantee the protection of lives not the day after tomorrow or sometime later, but at the very moment the threat is there – when Russia is killing and destroying. Провів розмову у форматі відеоконференції з головою Комітету Сенату США зі збройних сил Роджером Вікером та членом Комітету Сенату з питань розвідки Майклом Беннетом.
Під час зустрічі американські сенатори порушили низку актуальних тем, зосередившись на ключових викликах, з якими Україна стикається на нинішньому етапі протистояння російській агресії, та пріоритетних напрямах двосторонньої співпраці.
Оцінюючи посилення ударів РФ по тилових містах України, наголосив, що російські обстріли цивільної та критичної інфраструктури є систематичним терором, який не має військової доцільності й принципово не змінює ситуації на фронті. Україна критично залежить від американської допомоги у сфері систем раннього попередження про повітряні загрози для захисту цивільного населення під час зими.
Ціную зусилля США в організації та просуванні переговорного процесу, про що проінформував американську сторону під час розмови. Для досягнення результату необхідно підготувати належні умови, тому Україна очікує на прогрес під час наступного раунду тристоронніх переговорів.
Відзначив особливу важливість питань гарантій безпеки для України. Будь-яке мирне врегулювання чи припинення бойових дій без чітких безпекових механізмів не гарантуватиме сталого миру. Тому вироблення надійних архітектур безпеки за участю партнерів є одним з основних пріоритетів України.
Відповідні домовленості слід розглядати не як односторонню благодійність, а як прагматичну інвестицію США у зміцнення оборонних спроможностей і власну безпеку.

The European company Destinus has ramped up serial production of its "Ruta Block 1" cruise missile. According to the company, 1,750 units have been completed, with a monthly production rate approaching 300 units (as of late October 2026).
📍 Production: Primarily in the Netherlands (including proprietary T150 engines, airframes, and avionics). An expansion in collaboration with Rheinmetall in Unterlüß (Germany) is planned.

Ukraine has learned to strike at Russia without Starlink.
A Ukrainian company, Fire Point, has developed technologies that allow its long-range systems to carry out combat missions without SpaceX's satellite communication. This refers to strikes against targets in Russia and in the occupied territories - Irina Terekh, in an interview with Reuters.
According to her, the systems were initially designed to complete a mission without an external signal, using autonomous navigation:
"We found a way to technologically overcome this problem, but this likely only covers 15-20% of what we could do if Starlink were operating over Russia,"
The head of Fire Point also announced that this month, Ukraine for the first time used the Fire Point FP-7 tactical ballistic missile in combat. This missile has a range of approximately 300 km and can be used to destroy Russian "Iskander" launch systems. These systems are capable of changing position before slower attack drones can reach them and according to Terekh, this is cheaper than using Patriot interceptors.
"We want an alliance with America where the rules are known in advance, so that the question of whether we are allowed to defend ourselves does not arise every few weeks depending on someone's mood,"

Trump suspended sweeping sanctions against Russia on October 16. Two weeks later, he declared: “Stupid people wanted me to put sanctions on Russia.”
This is Putin’s greatest achievement. He has persuaded an American president to do things that would once have been unthinkable for any occupant of the White House.
