It seems Herman wants both Tshwane and Johannesburg via a deal with the ANC. I think the DA should let him. He won’t stop the ANC from stealing or significantly improve service delivery. Any local government that includes the ANC won’t deliver much. That will strengthen the DA in taking over Gauteng in 2029.
