Ottawa is negotiating an EU “Alliance for the Future” in backrooms while telling Albertans everything is fine. A leaked draft for next week’s Montreal summit (reported by Politico and Canadian Press) commits Canada to align strategies and standards with Brussels on “low-carbon, reliable energy” — LNG, hydro, solar, wind, nuclear. Conventional oil is simply not mentioned. Critical minerals get the red-carpet treatment. Methane rules, carbon-intensity tests, EU taxonomy, and climate-related financial disclosure come along for the ride. Associated-country status on digital rules is already written in. Section 92A of the Constitution puts resources under provincial jurisdiction. There is no public record the premiers saw this text before it went to European officials. Once these standards become conditions of European market access and financing, Alberta cannot renegotiate them at the next election. This is the same government whose Parliamentary Budget Officer shows deficits stuck above $60 billion for years, debt-to-GDP rising, and interest costs climbing fast. The resource sector that still pays a disproportionate share of the bills is the one being regulated into higher costs while Ottawa looks for new partners who share its net-zero priorities. Diversifying away from the United States is a legitimate goal. Quietly importing European regulatory constraints on Alberta’s largest industry without provincial consent is not “Canada strong.” It is the continuation of a pattern: pipelines delayed or cancelled, equalization flowing one way, and now external climate rules layered on top. Albertans are watching. The coin-counting has already started.
