Duterte’s defense challenged the court’s jurisdiction after the Philippines withdrew from the Rome Statute in 2019. But the ICC says it retains jurisdiction over alleged crimes committed while the country was still a member.
For victims’ families, the trial offers a chance to seek accountability. For the court, the challenge is proving whether the violence formed an organized campaign and whether Duterte bears criminal responsibility.
