𝐏𝐌 𝐍𝐚𝐛𝐛𝐚𝐧𝐣𝐚 𝐀𝐧𝐧𝐨𝐮𝐧𝐜𝐞𝐬 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐥𝐞𝐚𝐧𝐢𝐧𝐠 𝐃𝐚𝐲 𝐟𝐨𝐫 𝐎𝐜𝐭𝐨𝐛𝐞𝐫 𝟑𝟏 The Rt. Hon. Robinah Nabbanja, Prime Minister of Uganda, has announced that the fourth National Cleaning Day will take place on Saturday, October 31, 2026, from 7:00 a.m. to 10:00 a.m., with activities conducted simultaneously across the country. The Prime Minister conveyed President Yoweri Kaguta Museveni’s greetings and commended Ugandans, local governments, security agencies, businesses and other stakeholders for supporting the initiative to promote sanitation, environmental protection and public health. Hoima City has been designated the national cleaning site in recognition of its role as a host city for the 2027 Africa Cup of Nations. However, the exercise will cover the entire country, with all districts, cities, municipalities, town councils, parishes and villages expected to participate. Rt. Hon. Nabbanja urged local government leaders to mobilise communities and ensure the availability of cleaning equipment, waste collection services and proper disposal facilities. She highlighted roadsides, markets, drainage channels, schools, health facilities, workplaces and other public spaces as priority areas. She also called on households, institutions and businesses to adopt responsible waste management practices, including proper waste disposal and avoiding littering. Movement restrictions will apply to motor vehicles, motorcycles and pedestrians during the designated hours, subject to specified exemptions for essential services and other authorised categories. The public was urged to follow official guidance and plan accordingly. The Prime Minister emphasised that National Cleaning Day is not merely about cleaning for three hours, but about establishing cleanliness and environmental responsibility as everyday practices. She called on all Ugandans to participate on October 31 and maintain clean surroundings throughout the month. @OPMUganda #OpenGovUg

You are right, @geraldmenelik, that hotspot businesses are not automatically illegal. The question is whether the service has the required authorisation. Section 22 of the Uganda Communications Act requires a Commission-issued licence to provide telecommunications services. Section 78 makes operating a telecommunications system or service without that licence an offence, punishable on conviction by a fine of up to 96 currency points, with further fines of up to 15 currency points per day or part-day for continuation after conviction. Receiving payments through MTN or Airtel Money does not grant that authorisation. The payment platform processes the transaction; it does not license the business receiving the funds. Any revenue those companies earn from processing payments is a separate matter. Your call to regulate, collect applicable revenue and protect jobs deserves practical attention. But collecting tax cannot replace licensing, and enforcement must follow due process. The opportunity is to create practical, lawful arrangements for eligible operators, with clear responsibilities and requirements proportionate to their role. #Tulinamwe
Hotspot businesses aren’t automatically illegal. Customers pay via MTN and Airtel Money, benefiting these giants. Regulate hotspots, collect revenue, and protect jobs instead of destroying businesses! Look for people like @regesa and @kacita_uganda

Last year in Dubai, Uganda joined the Administrative Council of the Universal Postal Union (UPU). Yesterday, I had the distinct honour of representing Uganda at our first council meeting in Berne, Switzerland, alongside delegates from Uganda. While traditional mail volumes have shifted globally, the postal sector is experiencing a powerful resurgence driven by two critical pillars, namely e-commerce and the transformation of postal networks into vital government service centres. Someone might ask, “Why is the UPU important?” Since the breakup of the Uganda Posts and Telecommunications Company, a key agency in Uganda, many Ugandans may not understand the importance of the post. Today, Uganda has an organisation called Posta Uganda Limited, which is 100% government-owned and one of the 40 postal and courier organisations regulated by UCC. People may not always appreciate what the postal and courier sector does. But if you understand how e-commerce is evolving, you'll understand what we mean. As e-commerce redefines global trade, physical parcels require reliable last-mile delivery, secure customs handling, and robust national address systems. Following the successful refurbishment of our Kampala Road post office, we’re modernising more outlets nationwide, turning them into accessible service hubs for citizens, as seen in successful models across developing nations. During my engagements here in Berne, I had the privilege of meeting the UPU Secretary General, Masahiko Metoki, and the Deputy Secretary General, Marjan Osvald, to deepen our institutional collaboration. Our discussions focused mainly on expanding digital capabilities for our designated postal operator, enhancing last-mile logistics, including the rollout of our 70 postal motorbikes, and securing invaluable technical expertise for Uganda’s National Addressing System under the NDPIV framework. The postal sector is no longer just about letters; it is a vital engine of modern logistics, digital trade, and inclusive public service delivery. @UCC_Official remains committed to positioning Uganda at the forefront of the evolving global landscape.
