I think the key detail is that Billy and Tommy weren't just illusions Wanda projected into people's minds. They had physical bodies, personalities, and their own experiences inside the Hex. Agatha even confirms that Wanda's magic created them, which makes this more complicated than a normal illusion. But I wouldn't jump to the conclusion that Wanda can create life from absolutely nothing. The Hex was built around an existing town, and Wanda used her powers to reshape reality within it. Vision himself was also created using a combination of Wanda's magic and the remnants of the Mind Stone's energy in his body. Her ability to create living beings doesn't automatically mean she can create souls independently of every other force in the universe. The most interesting part is what happens when the Hex comes down. Billy and Tommy disappear with it, which suggests their existence was tied to the reality Wanda was maintaining. They were real within that reality, but Wanda couldn't sustain that reality without keeping the Hex alive. And that's why I don't think this proves Wanda is more powerful than God or the ultimate creator. It shows that her chaos magic can rewrite reality on an extraordinary level, even creating people who can think and act independently. The MCU hasn't established that she can create an eternal soul, bring someone back from death without limits, or create an entire universe from nothing. What makes Wanda's power so frightening is that she doesn't always need to overpower someone physically. She can change the rules of the reality they're living in. The Mind Stone and vibranium body were added on top of that. So Tony's technology didn't determine whether they would be good or evil. The consciousness inside the technology mattered. Ultron developed his own warped idea of “peace,” while JARVIS already understood humanity as something worth protecting.
