Today at Hedayah’s International Research Conference 2026 in Malta, GCERF, Hedayah and the IIJ, the three GCTF-inspired institutions implementing the EU-funded Prosecution, Rehabilitation and Reintegration of People Returning from Iraq and Northeast Syria program in Tajikistan and Uzbekistan, joined Mr. Petr Jelinek of the European Commission’s Service for Foreign Policy Instruments (FPI) and an international panel of practitioners and academics to discuss comprehensive approaches to the prosecution, rehabilitation and reintegration (PRR) of individuals returning from conflict zones and their family members.
Drawing on experience from Central Asia, West Africa, the Middle East and North Africa and the Western Balkans, the panel examined lessons learned and country perspectives on prosecuting terrorism offences in line with human rights standards and on supporting returnees’ long-term disengagement and sustainable reintegration into society.
Featured country presentations included contributions from the Mohammed VI Foundation for the Reintegration of Detainees in Morocco, the National Centre for International Judicial Cooperation (NCIJC) in Iraq and the University of Sarajevo in Bosnia and Herzegovina.
The panel’s emphasis on national ownership and context-specific approaches to PRR challenges was also reflected in the participation of representatives from key institutional counterparts involved in the three institutions’ joint EU-funded PRR program in Uzbekistan and Tajikistan: the Institute for Strategic and Regional Studies under the President of the Republic of Uzbekistan (ISRS), the Academy of Justice of the Republic of Uzbekistan, and the General Prosecutor’s Office of the Republic of Tajikistan.
Looking ahead, GCERF, Hedayah and the IIJ remain committed to continuing to work with partners in Central Asia and beyond to advance sustainable, rights-based and nationally owned approaches to PRR.

Highlights and speaker reflections from Day 2 of the Hedayah International Research Conference 2026 in Valletta, Malta, where research and country experience informed discussions on criminal justice, prosecution, rehabilitation and reintegration.
Today’s panels brought together justice practitioners, policymakers, researchers and national partners to examine responses to evolving threats and share lessons on supporting sustainable, nationally owned approaches to rehabilitation and reintegration.
The afternoon continued with interactive research consultations, drawing on the expertise of academics, policymakers and practitioners attending #RC26.
Hedayah and University College Cork led a consultation on developing tools to assess vulnerability and risk. A second consultation, led by the University of Leeds Centre for Global Security Challenges alongside research partners, explored how to build community support for rehabilitation and reintegration, including the role of trust, credibility and transparency in achieving positive outcomes.
These exchanges support ongoing research and practice while creating opportunities for collaboration beyond the conference.
Our thanks to our co-host, the International Institute for Justice and the Rule of Law, our sponsors and strategic partners, and all speakers and participants for their contributions.
Tomorrow, the final day will explore cross-sector perspectives on evolving threats, online prevention, and sustainable rehabilitation and reintegration.

The violence we saw in France is unacceptable. Arson, looting and attacks on people, on law enforcement and on public buildings have no place in Europe, and those responsible must be held accountable.
The EU stands ready to support the French authorities.

Congratulations to Katharina von Schnurbein on her appointment as Germany’s Federal Government Commissioner for Jewish Life and the Fight against Antisemitism.
A longstanding friend and close partner of the AJC Transatlantic Institute, Katharina has been at the forefront of European efforts to combat antisemitism and promote Jewish life. Her tireless work, dedication, and leadership as the European Commission’s Coordinator on Combating Antisemitism and Fostering Jewish Life have left a lasting impact on Jewish communities across Europe.
While Katharina’s leadership in Brussels will be greatly missed, we are confident that the next Coordinator on Combating Antisemitism and Fostering Jewish Life will build on her remarkable legacy and carry forward her vision, dedication, and commitment to ensuring that Jewish life can flourish across Europe.
We are grateful for her friendship, partnership, and unwavering commitment, and we look forward to continuing our close cooperation in her new role. @EUAntisemitism

One of the resolution’s most concrete demands concerns the destination of European public money. MEPs want the Commission to produce a comprehensive overview of EU funding awarded to individuals or entities suspected of links to the Muslim Brotherhood or political Islam.

Democratic participation must not remain an empty promise. The renewed postponement of Palestinian elections until September 2027 is a setback. President Abbas must be held to his commitment to hold presidential and parliamentary elections within one year of the end of the war.
It must be equally clear that Hamas, a terrorist organisation, must be disarmed and must have no role, directly or indirectly, in governing Gaza. This is also stipulated in the peace plan endorsed by UN Security Council Resolution 2803. Free political participation requires protection from terrorism, violence and intimidation.
Palestinians deserve democratically legitimate leadership committed to the rule of law and peaceful coexistence with Israel. The EU should support concrete preparations for elections and consistently press for promised reforms to be delivered. Democratic renewal and ending Hamas’s grip on power go hand in hand.
Patricia Teitelbaum, President of the International Movement for Peace and Coexistence, opened the third-anniversary commemoration of the 7th October 2023 Hamas massacre by welcoming guests to an exhibition named Memory, Dignity and the Duty to Prevent.

European Parliament President Roberta Metsola's @EP_President keynote at the Oct 7 exhibition in Strasbourg, co-organised by IMPAC and @AJCTAI, hosted by @hildebentele.
She remembered the 1,195 murdered and 251 taken hostage, welcomed former hostage Omri Miran, and said the House must also belong to Europe’s Jews.
She apologised for the desecration of the Israel and EU flags by an MEP two days earlier.
“At a time of rising global antisemitism, we owe it to Europe’s Jewish community to ensure that when they look to us, they see that this is their House too.”
The European Parliament has voted 381–167 for an EU strategy against Islamist entryism and Muslim Brotherhood networks - including a Council assessment of terrorist listing, scrutiny of EU funding, and tighter checks on groups such as FEMYSO.
IMPAC has lobbied hard for this, including at our March EP conference. Now it has to be enforced.

Yesterday at the European Parliament in Strasbourg, the AJC Transatlantic Institute was honoured to co-organise, together with @IMPACoexistence, a commemoration of October 7 under the theme "Memory. Dignity. The Duty to Prevent."
We thank @EP_President @RobertaMetsola for her powerful remarks, MEP @HildeBentele for hosting this important commemoration, former hostage Omri Miran for sharing his testimony, and all those who joined us to honour the victims and stand against terrorism.
#NeverForget #October7
This is the photo we took minutes after @RimaHas desecrated our Exhibition in honour of the memory of the 1200 plus victims of October 7.
October 7 evokes strong emotions. I too feel grief and anger at the suffering and slaughter of innocent people. But knocking down the EU and Israeli flags at our commemoration exhibition does nothing to ease that suffering.
We should come together to honour the victims and work to ensure such atrocities never happen again. Remembrance deserves respect.
