I agree. The IRGC has never honored a treaty. Not even the Shat al Arab waterway treaty with Iraq, since 1979. Russia was cheating on the Intermediate Nuclear Forces and Missile Technology Control Regime treaties for at least a decade=the weapons they're using against Ukraine.
