It appears the Indian Navy intends to operate Rafales from INS Vikrant or INS Vikramaditya, keeping them as an option for contingencies involving Pakistan and the Pakistan Navy.
In that context, the trade-off of repeatedly screwing and unscrewing the corner-extensions, potentially constraining high-tempo flight operations, seems acceptable.
Fujian with the J-35 isn’t entering the IOR anytime soon, so that’s a manageable risk. Ford-class carriers with Super Hornets or F35 are friendly.
This appears to be immediate planning priorities (however short sited it may appear)

In the raw material, in the mechanical part of it, we have already seen a decrease of about 20% in the last 2 years because the vendor base has increased, the value engineering principles, the cost reduction principles, the improved closed-eye forging, and all these have been put in place so that we are getting the cost reduction benefit."
