The bilingual handbooks on TDS/TCS compliance under the Income-tax Act, 2025, prepared for government deductors across Karnataka and Goa, were released on 26 October 2026 by Shri Sanjay Bahadur, IRS, Member, CBDT, in the presence of Smt. Vidisha Kalra, IRS, Pr. Chief Commissioner of Income-tax, Karnataka & Goa Region; Shri Manjeet Singh, IRS, Chief Commissioner of Income-tax (TDS), Bengaluru; and other senior officers. The initiative aims to provide a comprehensive, practical and updated reference for Drawing and Disbursing Officers (DDOs), Pay and Accounts Officers (PAOs) and Cheque Drawing and Disbursing Officers (CDDOs) to navigate the revised statutory provisions, renumbered sections, new TDS/TCS return forms and procedural requirements introduced under the new Act.
Recognising the widespread use of Kannada and Konkani across government offices at the district and taluk levels, the handbooks have been published in English–Kannada and English–Konkani editions, retaining essential English statutory and technical terminology, including PAN, TDS, TCS, Form 24Q, Form 26QB, DDO, PAO, CDDO and AIN-BIN, to ensure consistency with statutory forms, reporting systems and departmental circulars. Each handbook comprises sixteen chapters and three annexures, covering TAN/PAN/TRACES registration; government-deductor remittance mechanisms, including AIN-BIN and book adjustment; applicable rates and thresholds; TDS on salary; TCS; tax remittance; TDS/TCS certificates; quarterly statement filing; new return forms; statement preparation and validation using RPU/FVU; correction statements; PAN compliance and higher-rate deduction; consequences of defaults; and grievance redressal through TRACES. A consolidated compliance checklist has also been included as a ready reckoner for day-to-day operations.
To ensure technical accuracy and practical utility, the rates, thresholds and payment codes in the tables were cross-checked and reconciled section by section. The handbooks also incorporate a consolidated mapping of corresponding provisions under the erstwhile Income-tax Act and the Income-tax Act, 2025, facilitating a smooth transition to the new statutory framework. By combining updated technical guidance with regional-language accessibility, the initiative seeks to promote standardised compliance, minimise procedural errors and support effective implementation of TDS/TCS provisions among government deductors across Karnataka and Goa.
