The strategy also marks a change in the balance of vulnerability. Russia’s geographical depth once offered considerable protection to industrial facilities far from the battlefield. Long-range Ukrainian weapons are increasingly challenging that advantage. Zelenskyy’s message to Moscow is straightforward: as Russia intensifies its attacks on Ukraine, Kyiv intends to expand the scale and reach of its response.
