If you're deciding to re-watch Star Trek: The Next Generation after the loss we're all still trying to process, in season 1 you can skip episode 4 "Code of Honor" and in season 2 you can skip the clip show finale "Shades of Gray."
Those are really the only two episodes that are so bad they should be skipped. I won't ever tell someone to skip the season 7 episode "Sub Rosa", as you must suffer through that to understand every Crusher meme on this site.
