If First Cousin Marriage causes demonstrable harm, should it be protected from regulation simply because it is framed as “cultural”?

The “informed choice” quote originated with Nazir Afzal, who first claimed in 2017 (and still claims today) the words appeared in a 2008 circular emailed to police.
