In 2023, the government faced massive opposition over its Livestock Bill, which proposed including dogs and cats as livestock.
Then came the relentless dog-bite propaganda and anti-community-dog rhetoric pushed by Vijay Goel and others, fuelling fear instead of demanding scientific, humane solutions.
And now, in 2026, the government wants the public to accept another animal experimentation draft!
READ YOUR OWN RULE 5(3)! It claims to restrict experiments on stray and feral animals, yet creates an exemption route through “competent authorities”. Who are these authorities? Who will hold them accountable? Who will protect animals if this loophole is misused?
IS THIS WHAT ANIMAL WELFARE MEANS TO THIS GOVERNMENT? One day animals are treated as commodities, the next community dogs are demonised, and now their protection in laboratories is put at risk.
Authorities cannot keep hiding behind technical language while the lives of voiceless animals are at stake. Stop expecting citizens to protest every time a new policy threatens animal welfare!
WITHDRAW THE 2026 DRAFT IN ITS PRESENT FORM. DELETE THE EXEMPTION UNDER RULE 5(3). DO NOT LEAVE STRAY AND FERAL ANIMALS AT THE MERCY OF UNDEFINED EXEMPTIONS.
Stop animal testing. Strengthen independent oversight. Invest in validated cruelty-free alternatives.
