At the 2026 @IISS_org Manama Dialogue in Bahrain #IISS_MD26, Yemen’s @yemen_mofa’s @afrah_alzouba delivered a forceful address on the Houthis, regional security, Iranian support, the siege of Taiz, and the threats facing international shipping. “The consequences of the coup against the state have extended beyond Yemen’s borders, affecting the security of neighboring countries, maritime navigation, and international interests,” she warned. She argued that restoring Yemen’s state institutions is a shared regional responsibility and outlined four foundations for lasting security, respect for sovereignty, diplomacy and dialogue, economic and human security, and protection of international maritime routes. On Iranian support for the Houthis, she cited the 2024 UN Panel of Experts report documenting weapons transfers, technical assistance, training, and financial support from Iran, Iraqi armed groups, and Hezbollah. “There can be no stability amid interventions that undermine national decision-making or support armed groups that challenge the authority of the state.” She also cited the 2025 UN Panel of Experts report on growing cooperation between the Houthis and Somalia’s al-Shabaab, including weapons smuggling, training, and exchanges of military expertise. She called for stronger intelligence sharing, disruption of financing networks, and monitoring of cross-border weapons transfers. On Red Sea security, she stressed, “Maritime security in the Red Sea and Bab al-Mandab cannot be separated from Yemen’s stability. Security along the coast begins with security on land.” She warned that the Houthis’ attacks on commercial vessels have demonstrated the international consequences of allowing armed groups to threaten strategic waterways, including the Red Sea, Bab al-Mandab, and Gulf of Aden. On the siege of Taiz, she said, “The Houthi terrorist militia’s siege of Taiz constitutes a war crime.” The Minister accused the Houthis of using civilians’ access to food, medicine, fuel, and water as instruments of political pressure and coercion, demanding the immediate lifting of the siege and the permanent, safe reopening of roads. She also called on the United Nations to support an urgent investigation into field reports alleging the use of projectiles suspected of containing toxic substances. She warned that repeated attacks on the airport threaten civilian aviation and the delivery of humanitarian assistance. On Yemen’s political future, she insisted that any diplomatic settlement must restore state authority rather than legitimize competing armed structures. “The state capable of exercising its authority and protecting its citizens remains the cornerstone of any regional security system.” She reaffirmed Yemen’s unity, sovereignty, and territorial integrity under the Gulf Initiative, the National Dialogue Conference outcomes, and UN Security Council resolutions, particularly Resolution 2216. She also demanded that weapons and decisions concerning war and peace remain exclusively under state authority, and that Yemen’s territory, coastlines, and islands never be used to threaten neighboring states or serve foreign agendas. Her clearest message to Yemen’s regional and international partners was about responsibility for the war. “The Yemeni government remains engaged in the struggle to restore the state and is not asking anyone to fight on its behalf.” Instead, she called on partners to support Yemen’s national institutions, enforce the UN arms embargo, and prevent further weapons and financing from reaching the Houthis. “The real test of regional security is translating political positions into practical steps that address the sources of threats.” She closed by saying: “As Yemenis defend their state, they are also defending the security of this region, its waterways, and global trade … There can be no sustainable regional security without a safe and stable Yemen.”

Officials from Saudi Arabia, Turkey and Pakistan sounded "more like Hezbollah" than many of Iran's allies when discussing Israel during recent talks with Tehran, Mohsen Rezaei told Iranian television. Rezaei, secretary of Iran's Supreme National Security Council, said the three countries requested the meeting and that the discussions centered on future regional security arrangements. He added that Saudi Defense Minister Prince Khalid warned Israel would move against Turkey after Iran, and against Saudi Arabia after that.

However, given Fars News Agency’s close ties to the IRGC, the publication also constitutes an explicit threat that should not be dismissed as mere propaganda.
