Makerere Maintaining a Clean, Green and Well-managed Campus #HappeningNow: Office of 92nd Guild President H.E. Kadondi Gracious (@kadondigracious) is launching “The Green @Makerere Initiative.” H.E. @kadondigracious: @Makerere has really made a very great foundation for me as a person. So I sat down and thought, how can I impact @Makerere? What legacy do I want to leave? What do I want to be known for when I move out of the gates of @Makerere? And that is where the “Green Makerere Initiative” started from with a goal of recruiting everyone to action. As students, we have lost our culture. We have lost the habit of taking it upon ourselves to take care of the environment. We find people littering, but cannot blame them because we do the same or because we can not find dumping spaces, the burden carries on. At Makerere, we don't just speak for Makerere University, but we speak for our entire country, different places are flooding. Why? It all starts with you. It starts with me and we must do something. When I get a plastic bottle and drop it somewhere, it will end up in waterways because it's not disposed of well. It blocks our drains, and that's where we start to have floods. We are always complaining, "Government, government, government," but what have we done as individuals? And that is why today, I represent students of Makerere University in becoming an ambassador of climate, in becoming an ambassador of changing our mindset as a youth. We are a generation, we are very young, and we need to decide on the kind of environment that we are going to inherit, and later hand to the next generation? Let us all take action and responsibility for our environment.

#TheGreenMakerereInitiative Hon. @GKaruhanga1, member of parliament for Ntungamo Municipality presiding over the launch, appreciated Makerere’s dear Guild President (@kadondigracious) and her Ministry of Environment for coming up with a wonderful idea, the Green Makerere Initiative. Brilliant idea, he said, for it involves planting trees and taking care of the environment. While planting a shade tree, he shared that “planting trees has a huge significance in providing shade, ensuring that we deal with pollution, and ensuring that we get clean air for breathing.” Hon. Karuhanga prays that this initiative becomes an ecological benchmark for our country. “It comes as a real model of ecological solution that we can use as a springboard, from this place onwards. He knows we can go out there, green all the universities, green all the secondary schools, green all the primary schools, and as well encourage the pupils and the students in all those institutions to go and green the rest of the country. Appreciating the already present partners, he implores other partners, all environmental organizations, out there to join the cause. For “ a dream without resources may remain a dream, but we believe you can support this.” He called upon the National Forestry Authority, the Ministry of Environment, and all the players and actors in the spaces of environment to work with the student community as they confront this very serious crisis that fuels environmental degradation and climate change.

#TheGreenMakerereInitiative Mr. Talemwa Rodney Baguma ~ the 92nd Minister for Estates and Environment notes that in this Green Makerere Initiative, “focuses on planting different kinds of trees, which include shade and fruit trees. The shade trees are very important to the students that reside within the university. During these sunny days, they are very important to provide shade. As well as fruit trees, they have another advantage of giving students fruits.” This is not the utmost goal. “The idea is to restore the green that has always made Uganda and the university great.” He called upon all other universities across the country to take on this initiative because the problems that come out of not conserving our environment are known and are experienced by everyone. He assures that if all students across the country, drive this initiative as young people, they can create a generational change in this country. Quoting from Honorable @GKaruhanga1, the guest of honor, Mr. Baguma said this is not only a Makerere green initiative, but rather could be a Uganda green initiative. Mr. Talemwa Rodney Baguma ~ the 92nd Minister for Estates and Environment.

Keynote Speaker Lord Mayor @KCCAUG Eng. @RonaldBalimwezo : Every new university building should be designed with universal accessibility in mind from the initial architectural drawings. Accessibility should never be an afterthought, requiring expensive modification. I also encourage the university to continue strengthening partnership with development organizations and institutions committed to inclusive education. I also wish to appreciate UNESCO, MasterCard Foundation and other partners. I sincerely appreciate their contribution towards advancing inclusive education and expanding opportunities for young people with disability. Your intervention demonstrates what meaningful partnership can achieve. I invite you to continue working with @Makerere and other institutions to expand access to higher education, skills development, research, innovation and employment opportunities. If 67 students can benefit today, let us work towards 670. We must measure our success not merely by the numbers of beneficiaries reached, but the numbers of lives transformed and opportunities created. As the political head of @KCCAUG, I recognize that our responsibility must be demonstrated through practical action. Kampala must become a city where persons with disabilities can move freely. Access services, participate in economic activities, and enjoy their full rights as citizens. This calls for deliberate investment in accessible pavements, public transport. Very soon we are going to have mass transport, BRT: Light rail transport trains. You cannot have a city with over Two million people entering the city to work, when you are using a one-passenger transport system. We are using matatus. We must have integrated approaches where a person with a disability will sit with comfort and enjoy driving through the city. That's what we are going to do. And I've been already nominated and appointed as champion for the mass transport systems. This calls for deliberate investment in accessible pavement, public transport markets, public offices, health centres, schools, and recreation facilities. It also requires inclusive recruitment and employment. I pray that all other institutions emulate @Makerere University because the the law stipulates that every institution should employ a certain number of people with disability. #IDPD2026

Keynote Speaker Eng. @RonaldBalimwezo -The Lord Mayor @KCCAUG: The greatest disability is not necessarily in the body. It is often in the attitude, attitudes and systems that deny people an opportunity to participate fully in society. Had I not gone to school, I would not be here, so I want to under score the importance of education. It is a great honour and privilege to join you today as we commemorate the International Day of People with Disability. Last month, @MakEndowmentFnd invited me to participate in the hills of the future marathon. I was deeply inspired to see people of different abilities coming together, running, participating, and cheering one another along the hills of Makerere. As I watched, I reflected on the Uganda we ought to build, a country where opportunities are not determined by physical ability where diversity is celebrated and where every citizen is given a fair opportunity to contribute to national development. #IDPD2026

On inclusion, we must cultivate in our universities, workplaces, public institutions, and communities. During my engagement with the university administration, I was particularly encouraged by two important developments. First, I was informed. of the support extended by @MastercardFdn towards enabling students with disability to access higher education. Thank you, @MastercardFdn . I commend the Foundation and its partners for this commendable intervention. Education remains one of the most powerful instruments for transforming lives and breaking the cycle of exclusion. Had I not gone to school, believe me, you, I would be begging on the streets of Kampala. According to the national education policy, we are supposed to have 101 primary schools. However, we only have (23) twenty-three purely public primary schools. I was informed that the university receives more than 2,000 applications, but only 67 students with disability are admitted. But even with that number, thank you. I appreciate the opportunity extended to the admitted students. On the other hand, I cannot help but reflect on the many young people whose aspirations remain unfulfilled. #IDPD2026

Chairperson of University Council Represented by Rt. Hon. @DanFredKidega: The commemoration of #IDPD2026 resonates with @Makerere's enduring motto, 'We build for the future'. Building for the future means creating an inclusive university where everyone, regardless of disability, has equal opportunity to access education, participate and realize their full potential. We cannot genuinely claim to build for the future if members of our university community continue to encounter barriers to their full participation and learning ability. @Makerere has demonstrated commitment to disability inclusion through the development and enactment of policies and institutional framework that promote equity, accessibility, the rights of persons with disability. The true measure of our commitment is not the number of policies we have enacted, but rather their effective implementation and impact to our people. As a University Council, we have a responsibility to provide strategic direction, legislative guidance and oversight to ensure that these policies translate into meaningful institutional transformation. As A globally recognized university, Makerere must remain aligned with international commitments, particularly the UN Sustainable Development Goals, especially SDG 4 which emphasizes quality of education, SDG 10 which emphasizes reduction in inequalities and, SDG 16 inclusive and accountability institutions. I appreciate university management for its continued support and the commitment to advancing disability inclusion at this great University. University Council recognizes the efforts being made to translate institutional policies into practical interventions. This commemoration provides Council with an opportunity to understand the implementation status of our policies, their impact and additional support that University Management may require to support the disability movement and people. It is also a moment of institutional self-assessment, meeting our obligations under the UN Convention on Rights of Persons with Disability, Uganda's provision with Disability Act 2020 and other relevant frameworks which are in place in this country. #IDPD2026

Prof. @SsaliSarah - Deputy Vice Chancellor -Academic Affairs representing the Vice Chancellor: I am delighted to join you all in commemorating the International Day of Persons with Disabilities. In @Makerere, we are celebrating it under the theme, "From Legislation to Action, Strengthening Disability Inclusion, Through Effective Policy Implementation in Higher Education. Globally, people are reflecting and challenging ourselves to go beyond sympathy to empowerment, to go from charity to recognizing that people with disabilities are active agents of change, leaders, equal holders of human rights, and human beings in their equal rights. As @Makerere, we reflect on shifting from sympathy to structured transformation and from charity to active agents, this day provides us with an opportunity not only to celebrate the achievements and contributions of persons with a disability, but also to reflect on our institutional responsibilities. The theme challenges us to move beyond the mere existence of policies and legislation to demonstrable action that transforms the experiences of persons with disabilities at @Makerere, but also beyond @Makerere, as you've heard in this afternoon's challenge. We appreciate that now @Makerere takes this to be at the core of providing quality higher education. A university cannot claim excellence if sections of its community encounter barriers to accessing education, participating in university life, or contributing to knowledge production. Our commitment to inclusion must therefore be reflected in the way we teach, in the way we learn, conduct research, provide services, allocate resources, and govern the university. The call to making institutions work and systems work is not a call for persons with disabilities. It is a call for those of us who are not constrained by the challenges. If we are going to be committed to making spaces inclusive, we must be ready to walk the talk and that includes providing resources, it includes providing logistics. The Dean of Students discussed all of those things and enumerated them. Some people face different structural barriers, and sometimes people are unfortunate to face all these structural barriers at the same time being female, being able differently, maybe being from a tribe which is also underrepresented, maybe also being poor, and all those kinds of things. As @Makerere, let us remain committed to building our institution where excellence and inclusion reinforce each other. But of course, from today's panel, we were also encouraged to go beyond @Makerere and ensure whatever has happened in @Makerere also happens in the world outside @Makerere. #IDPD2026

Dr. Winifred Kabumburi - Dean, @DOS_Makerere: We celebrate this day in advance because of a number of reasons, including the upcoming end of semester examinations across the university campus. And the reason we are here, ladies and gentlemen, is to create increased awareness about the rights and needs of both students and staff with disabilities on our campus. We are intentional and decisive to the implementation of inclusive policies and practices. I welcome you yet again to foster a culture of support for one another, but also declare that by creating an inclusive environment, we are the leaders of today. We have done a lot in the area of inclusivity. To begin with, we have established a policy for persons with disabilities that we are implementing loudly and actively and we are intentional at creating awareness. We have established a disability support center. This is a one-stop center for resources and services for both students and staff with disabilities, equipped with state-of-the-art assistive devices, to assist our students and staff with disabilities integrate ably into the academic and social environment. We have directed attention to making sure that there is accessible and comfortable accommodation for our students, and we have therefore made accommodation that are fit for purpose to the students with disabilities. We have created pathways and elevators in all spaces that have been newly constructed, including the newly refurbished Mary Stuart Hall of Residence. We also provide carers, helpers, and sign language interpreters to our students with disabilities that are paid a salary, accommodated, and fed, but they also access university health services. There is concerted effort at this campus to build ramps, elevators, accessible pathways to facilitate navigation for our students. And by the way, we have a disability van, and this has eased mobility of our students with disabilities. #IDPD2026

Minister of Students with Disabilities-Ms Shakila Akello: We are proud of Makerere University for enabling the this commemoration to happen this month to allow students celebrate. It gives us the mandate for students with disabilities to actively participate in the various activities. Uganda as a country has so many policies that are aimed at promoting disability inclusion. @Makerere has provided so services and under different policies. This should all be in practice. We should have them implemented. @Makerere has a premier university, has created the environment we need. And we are here as well to celebrate the success. @Makerere has been so supportive, helpful, and today is a day to remember, contemplate, and appreciate it. As a premier university, it has provided what it can, let it all be upon us as persons with disabilities, to ensure the inclusion message goes out. Yes, we are here at the university enjoying different services we will leave the university as happy people. #IDPD2026

Dr. Naboth Cole: I am blessed to have seen this being birthed, the celebration of this day. And to me, it's a huge milestone for this university. I happen to have been in this society for the last 25 years. I know where we began from, I'm talking about the university that had only one computer for persons with disability in the main library. I'm talking about a university that had all halls of residence with no functional lift. As I'm talking right now, they refurbished with lifts and ramps. I am talking about the university celebrating an international day for persons with disabilities. That's a huge milestone. For the last 26 years I've been here, there is a lot. Look at this. I had never seen this a ramp at any function of @Makerere University. Finally, on the general perspective of inclusivity. Hon. Kanushu talked about the basics. You have no idea how some of us are living and surviving on one meal a day in Kampala city, not because we don't have money, but because we don't have where to ease ourselves. #IDPD2026

.@GovUganda came up with some of the good policies that you can buy a car, it is remodeled, you don't pay taxes, but guess what? You don't have parking space in Kampala. If the Government can allow me not to pay taxes, where do you want me to park it? That's also something for us to reflect on. #IDPD2026
