CPI Regional briefing report October 2026
Civitas Policy Institute (CPI), which is a regional think tank based in Nairobi, Kenya, has presented a regional briefing report that touches on many critical and timely regional issues, including increasing conflicts in many parts of the region, geopolitical and international dynamics, and how this region of Horn/East Africa is more vulnerable to many threats on the margins of the multipolar world.
Summary of the report
The Horn and East Africa region continues to face significant challenges that undermine its stability and long-term potential. The Horn of Africa, in particular, has become an epicentre of proxy warfare and protracted conflict.
Persistent diplomatic deadlock among regional states, together with growing external involvement in regional affairs, underscores the need for close, sustained monitoring of an increasingly volatile situation.
Amid a rapidly shifting global order, established and emerging powers alike are treating the region as an arena for strategic footholds, deepening its unpredictability.

So the UN has ended its decades long Political Mission in Somalia. Has it achieved anything at enormous cost? Judging by the state of Somali politics - answer is no! Meanwhile, next door Somaliland's democracy prgresses with no outside help or cost.

For someone who likes to be described as a senior analyst on Horn of Africa affairs,Cameron Hudson displays a remarkable disregard for the most elementary rule of analysis which is to verify your sources before drawing conclusions.
The account he refers to as an official Somaliland gov statement belongs to a private individual.A simple verification would have established that before he rushed to ridicule Somaliland.
Instead,he constructed an entire geopolitical argument around a nonexistent gov endorsement, dragging Israel and the UAE into a story founded on his own failure to investigate facts.
Who wants to tell Somaliland that they dont get a vote? Amazing what Israeli recognition and an Emirati military base will get you in return...the political endoresement of a non-state. Quite a bargain. thecradle.co/articles/somali…

This morning, while I was walking along the beach in Berbera, my mind suddenly drifted back nearly 200 years to February 6th, 1827, the day our nation's name, #Somaliland, was born in Berbera.
The 1827 Battle of Berbera & Peace Treaty
Timeline of Events:
1825 - The Attack on the Mary Anne
A British merchant ship, the Mary Anne (captained by Captain Linguard), docked at Berbera. Local Habr Awal (Isaaq) clan members attacked the ship, stole its cargo, and killed several crew members and passengers.
1825–1826 - The British Blockade
To retaliate, the British Royal Navy and the East India Company blockaded the port of Berbera, cutting off vital trade between the Horn of Africa, Arabia, and India.
January 10–11, 1827 - The Battle of Berbera
A British naval force arrived to enforce peace terms and claim compensation by force:
British Fleet: HMS Tamar, HMS Pandora, and HMS Amherst.
Commanders: Captain W. C. Jervoise and Captain James Gordon Bremer.
Landing Force: Around 250 Royal Marines and Indian Sepoys.
The Fighting: On January 11, British troops landed on shore. Local Somali warriors resisted, ambushing a unit led by Lieutenant Jeffrey Noble. One Royal Marine was killed and several were wounded.
Outcome: British troops captured the town center, ending the fighting and forcing local elders to negotiate.
February 6, 1827 - The Treaty Signing
Habr Awal elders and British leaders signed the formal peace agreement in Berbera. Key Terms of the 1827 Treaty.
Reparations:
Habr Awal elders agreed to pay 15,000 Spanish Dollars over three years to cover the losses from the 1825 Mary Anne attack.
Peace & Friendship:
Both sides declared "perpetual peace and friendship."
Trade Access: British ships were guaranteed safe passage, full trade access, and equal harbor rights at Berbera and nearby ports.
Suppression of Slave Trade:
The agreement included early terms restricting local involvement in the slave trade.
The Somaliland elders who signed this agreement did not speak or write English, but they were fluent in Arabic. They wrote: 'We, the elders of Habr Awal responsible for the land of Ardu-Somal (dhulka Soomaaliyeed), declare that we accept this peace treaty between Great Britain and our people.' British officers translated the Arabic text into English, translating Ardu-Somal (Arabic) to Somaliland (English). For the first time in history, the name Somaliland was translated into English, it was born in Berbera on that day.
Historical Importance
This agreement was the first official treaty between Great Britain and local leaders in modern-day Somaliland, marking the beginning of Britain’s permanent diplomatic and commercial influence in the Horn of Africa.

So this is what an agreement signed by IATA’s Kamil Al-Awadhi with the government of Somalia looks like,a government presiding over a terrorism and piracy infested country and ranked by Transparency International as the most corrupt in the world.
One has to wonder what credibility, transparency,or accountability IATA expects from such a partner. An international aviation body entrusted with upholding global aviation standards should be particularly cautious about lending institutional legitimacy to a failed state whose record on politicisation of civil aviation, safety, corruption and governance raises such serious concerns.

The #Government of Somalia and #IATA have signed an agreement for the restoration of the ticketing system for #Somalia—a system that had long been out of Somali control.
🚨 Turkey is aggressively attacking Somaliland at the UN.
At a routine Human Rights Council session, Turkey went out of its way to attack Somaliland's sovereignty, relations with Israel, and boast about arming Somalia's army.
Turkey is now:
1. Aggressively attacking Somaliland at international organisations.
2. Arming and militarising Somalia.
3. Supporting terror militia within Somaliland’s borders.
How can Somaliland assert its statehood while hosting foreign entities that actively campaign against its existence?
What are we waiting for?
Where is the red line before Turkey is told to pack up?

Looks like Al-Ictisam radicals and the powerful oligarchs hostile to Somaliland backing them have begun implementing the first phase of their long term Somaliwayn plan by pushing for amendments to the Somaliland Citizenship Law in ways that could ultimately undermine Somaliland’s sovereignty and social cohesion.
Why move the historical residency baseline for automatic citizenship from 1960 or earlier all the way to 1990?
Not a minor technical amendment as it could substantially expand the pool of people entitled to claim Somaliland citizenship.
The citizenship by investment means allowing Ina Jimcaale and the many other Walawayn who operate businesses in Somaliland, but reject Somaliland’s independence and constitutional order,to acquire citizenship and eventually qualify for senior public office, including Parliament or even the presidency.
Citizenship defines the political community itself.Changes of this magnitude should therefore be debated publicly, clause by clause, with their constitutional and long-term implications made completely clear before Parliament takes a final vote, inkastoo inamda la doortay ay qaar badan fari ku godantahay.

My deepest condolences to his brother, @HHShkMohd Sheikh Mohammed bin Rashid Al Maktoum. May Allah grant him Jannatul Firdaus and give his family patience.
Pretend you are an American policymaker.
Watch both clips.
Muse Bihi (2022) vs. Abdirahman Irro (2026), both asked about their experiences in 1991.
Who brought real insight? Who took the room seriously?
Which of the two actually sounds like a statesman?

Credit Somaliland President "Irro" for putting his cards on the table. SL is offering the US highly valuable deals well worth pursuing. We would be shortsighted to rebuff them. Prez Trump doesn't usually care who gets upset; he shouldn't this time either!

President Cirro was handed a massive opportunity at the Hudson Institute in Washington: a sympathetic moderator, softball questions, and an eager D.C. national security audience.
I rewatched the whole thing and it's 100% the worst performance of any SL president

Somaliland’s political, historical, and legal case for recognition meets a threshold that no other territory in Africa - not even Eritrea and South Sudan - could attain. You May have other legitimate arguments against its recognition, but this is not one of them. #Somaliland
Its always interesting to listen to middle east analysts explain why the US should recognize Somaliland (3 reasons: Houthis, Houthis and Houthis). But at what point is US Africa policy going to be about Africa, which doesn't want an independent Somaliland because it's likely to unleash potentially dozens of independence movements around the continent)? foreignpolicy.com/2026/09/04…

The United Arab Emirates (UAE) has invested approximately US$1.7 billion in Somaliland, according to the latest FDI report, reinforcing its position as one of Somaliland’s largest foreign investors.
Emirati investments focus on Berbera Port, the Berbera Economic Zone, and the Berbera Corridor, strengthening Somaliland’s role as a regional trade and logistics hub.
Beyond investment, the UAE has supported hospitals in Berbera and Burao, established a kidney dialysis centre in Hargeisa, and provided healthcare, housing, and humanitarian assistance.
Together, these initiatives demonstrate that the Somaliland–UAE partnership extends beyond commercial interests, reflecting a long-term strategic relationship based on shared economic, development, and regional security interests.

This paper examines the strategic partnership between Somaliland and the United Arab Emirates (UAE), focusing on economic development, security, social development, regional stability, and diplomatic dimensions. Somaliland’s location along the Gulf of Aden, near the Bab El-Mandeb Strait, positions it as a vital gateway linking Africa, the Middle East, and global trade routes.
A cornerstone of this partnership is the modernization of Berbera Port, led by Dubai Ports World (DP World), which is transforming it into a regional trade and logistics hub. UAE investments in the Berbera Free Zone, the Berbera Corridor Road connecting Ethiopia, and airport infrastructure have strengthened trade, logistics, and regional integration.
Security cooperation between Somaliland and the UAE encompasses maritime protection, counterterrorism, anti-piracy efforts, and capacity building for Somaliland’s police and Coast Guard. Social development initiatives, including hospitals, housing projects, and other social infrastructure, further support sustainable development.
Green energy initiatives, such as the UAE-supported solar power project, demonstrate a shared commitment to renewable energy and economic resilience. Diplomatically, the UAE’s global influence has enabled Somaliland to expand engagement with international partners.
Together, these efforts across investment, security, and diplomacy enhance regional stability, promote economic growth, and support Somaliland’s pursuit of international recognition.

President Egal was right when he warned in the 1990s, as federalism was being proposed for Somalia:
“The states will fight the federal forces. It will be endless wars.”
That is exactly why Somaliland chose a centralised system despite its many clans and regions, many of which historically enjoyed significant self-rule.
It's not easy but we did it.
Decades later, Egal’s warning looks prophetic.
Somalia’s current president has spent enormous political and military energy fighting Puntland and Jubaland while al-Shabaab remains entrenched.
And he is losing on all three fronts.
Jubaland is 80% ruled by al-Shabaab.
Puntland’s capital has a population roughly comparable to Townsville in Australia. Never heard of Townsville?
Exactly!
Yet these relatively small regional administrations can repeatedly paralyse, defy and fight the federal government.
Somalia’s system keeps reproducing conflict almost by design.
Federal government vs Puntland.
Federal government vs Jubaland.
Federal government vs al-Shabaab.
Alshabab and ISIS against eveyone
And somehow, almost no one talks about the system itself.
Armed forces from Somalia’s semi-autonomous Puntland state have attacked a camp held by federal government troops, in the latest flare-up between regional leaders and the Somali government. aje.news/5q9bkz

President Muse Bihi is legendary for his love for camels. He spends his weekends in the countryside, walks 10s of kms, tends to his herd, drinks camel milk.
He is actually frugal, down to earth and at his happiest in the plains among the camels.
Someone with such an endearingly wonderful lifestyle cannot be power-hungry.
Hambalyo mudane madaxweyne for leaving office with tremendous respect of your people.
