🚨 NEW: The Government's "Black Sky" contingency plans for a national water or power blackout
- Around 100 BBC staff would be deployed to run an emergency RM radio studio stocked with enough food, water and fuel to keep it running for 3 days
- The BBC would broadcast pre-written Government scripts through the studio, including how to ration water, what to do if toilets stop working and which food to eat first (see scripts below)
- Radio masts would switch to diesel generators to keep broadcasts going for up to 72 hours without electricity
- BBC teams would use satellite phones to stay in contact, with agreed meeting points and backup arrangements if those phones stop working
- They would also report from emergency centres across the UK using satellite-equipped BBC vehicles to help keep information flowing to the public
- Emergency services would have alternative ways to communicate if mobile phone networks stopped working
- The Government is putting £70m towards aircraft that could restore mobile phone and internet coverage across the UK for over a week

In 2024, Shayla Love posted a message on cruisecritic.com, the largest online cruise-reviewing platform, asking to speak with people who had decided to live at sea indefinitely. She was connected with passengers living on Villa Vie’s Odyssey, a ship that was supposed to sail forever. In September, an e-mail popped up on her phone with a curious subject line: “Villa Vie Odyssey is sinking.”
Earlier this year, the ship’s owner announced that a temporary $1,500 fuel surcharge would be added to monthly fees. In April, the company taped letters to the door of each cabin, asking for emergency loans. By October 26th, the ship’s hotel manager informed residents that if there was no resolution to the financial issues, they would all be asked to leave the next day. Passengers spent Monday night emptying their liquor cabinets at a ship-wide party. On Tuesday morning, they had to disembark at an industrial port on the outskirts of Sihanoukville, Cambodia. NYPD officers are issuing criminal tickets for low-level offenses like loitering, panhandling and littering in the South Bronx and in East New York, Brooklyn at higher rates than anywhere else in the city, according to a new data analysis.
In 2025 and the first half of this year, more than 60% of the criminal summonses the NYPD issued for loitering were written by officers in just one of the city’s 78 police precincts — the 40th, in the South Bronx — according to an analysis published earlier this week by the Data Collaborative for Justice at John Jay College.
