The Black Budget Faction (The "Dark State") (Not The Deep State) The Dark State is the layer beneath – the off-book intelligence and military networks that have been running unsanctioned operations since the Iran-Contra days. They control the black sites, the unacknowledged DUMBs, the narco-trafficking routes, and the off-ledger financial flows that fund the Cabal's paramilitary wings. Their command structure is not in the Pentagon.
