This student loan furore is really frustrtaing me. People have been extremely vocal about the unfairness, but nobody is offering any reasonable solution that actually benefits the graduates. This is what I would do for Plan 2:

#BBCFootball I don't know why the refs are conspiring to get Spurs relegated, because Spurs are doing the job themselves. Two arms on the back is a foul when its a Spurs player pushing and not a foul when being pushed. To say the decisions are inconsistent is an understatement.

Thats the problem Torsten. These graduates are being used as a cash cow. They arent paying for their tuition. They are paying for other people's (peoples'?) tuition and apparently the NHS according to the Chancellor. This is wrong. And yes, some Universities should close

Optional extra 1) Have a salary cap (credit: @DavidW63) which limits mandatory repayments. This clashes with Option 2 though. Would need to be thought where this cap is.

Note - Who these changes do not help. Low earners - these changes will not help anyone who earns below circa £50k as they will never be able to repay the loan. Taxpayer - The taxpayer will have to foot more of the bill to cover the forgone interest payments not made.
