Horikoshi wrote Bakugo saying “if everyone is special then no one is” as the phrase Deku thought about when going to find Uraraka…..regardless of you think Bakugo meant it specifically for Uraraka or not, Horikoshi did. And it’s within the realm of possibilities that Bakugo, who Horikoshi wrote to be super observant and notice the things most don’t, would notice that Uraraka and Deku both had feelings for each other and kept putting it off. So yes, Bakugo’s words were meant to Deku FOR Uraraka.
