โNot personalโ means addressing the issue directly, honestly and transparently. Producing a dirt sheet to discredit the person asking a legitimate question is the very definition of a personal attack.
Instead of answering the question, attack the questioner. Instead of showing accountability, try to embarrass and discredit the person demanding it.
