Nearcore 2.14.0 goes to NEAR mainnet vote on Nov 4. Two things in it: post-quantum support goes one level deeper, and the smart contract gas rebate is gone, so 100% of transaction gas now burns for good. The details:
> Contracts can verify post-quantum signatures. New host function ml_dsa_verify, FIPS 204 ML-DSA-65. Accounts got PQ keys in July, now contracts can check PQ signatures from any source, not only NEAR keys. SHA-3 host functions came with it.
> Universal accounts. One address scheme for user-created and contract-created accounts, derived with a 256-bit hash, replacing the three older derivations for all new accounts. The old deterministic scheme had a 160-bit weakness. New accounts on NEAR are post-quantum safe by construction.
> The developer gas rebate is gone. Since mainnet launch, 30% of the gas burned in a contract call went back to the contract's owner. From protocol 87 that share is 0. About 370K NEAR a year stops leaving the burn. Holders voted it through in HSP-027.
> A chunk producer that misses 100 chunks loses its slots mid-epoch instead of at the end. Gas keys can no longer sign meta-transactions.
Still not PQ: consensus signatures and Chain Signatures MPC. User keys and accounts are done, the protocol layer is next.

- Confidential x402 merchant revenue with confidential intents
- Cross-chain and cross-asset micropayments with NEAR intents for rebalancing in the backend + NEAR as multichain escrow/batch settlement infra
- Agents running in TEEs produce attestations (proof of running in a genuine TEE) and measurements (hash of the code), but linkability between the code and measurements is difficult. Create an agent to audit, summarise, and compute measurements for TEE-based agents.
- Merchant gateway built with NEAR intents to receive Zcash as payment
- Build the best UX for confidential on-ramping flow to Zcash using NEAR intents
- A NEAR intents based wallet, connect your NEAR intents account to any app via Wallet Connect SDK
- Build smart contracts on NEAR that accept NEAR intents assets and any wallet signature to build multichain protocols
- An SDK for linking NEAR agents to deployed ERC-8004 contracts or build an ERC-8004 spec and implementation on NEAR
- A wallet connector for connecting any wallet on any chain to any protocol on any chain, verify signatures in a NEAR contract which produces chain signatures, 1-click API to move funds
- Sell useful services built on top of NEAR via x402
