If Question 3 passes, it will permanently weaken Marylandâs constitutional protections against congressional gerrymandering, giving future lawmakers greater freedom to draw districts for political advantage. This change would last well beyond Mooreâs administration and apply to both Democrats and Republicans for generations unless the Constitution is amended again.

Guest commentary: Republican gubernatorial candidate Dan Cox writes that Marylanders face far more pressing issues than a national fight over congressional redistricting. bit.ly/4kj35eh

đ¨ WES MOORE IS RUNNING FOR REELECTION IN MARYLAND â SO WHY IS HE CAMPAIGNING ACROSS VIRGINIA?
Gov. Wes Moore is seeking another four years in Annapolis, but his growing campaign activity outside Maryland is fueling questions about his national ambitions. A new report documents more than 650 miles of political travel through Virginia, an early 2028 Democratic presidential primary state.
âŞď¸ 650+ MILES: Moore traveled across Virginia campaigning for Democratic congressional candidates and courting politically influential constituencies.
âŞď¸ 2028 CONNECTIONS: His appearances included outreach to Black voters, veterans and Virginia Democratic leaders, relationships potentially valuable in a presidential campaign.
âŞď¸ CAMPAIGN MONEY: Moore has also redirected roughly $750,000 in reelection advertising toward Marylandâs Question 3 redistricting campaign.
âŞď¸ SECOND-TERM QUESTIONS: Moore pledged in September 2025 to serve a full second term if reelected. More recently, he has declined to make the same commitment.
âŞď¸ MARYLANDâS CHALLENGES: The governorâs national activity comes while Maryland confronts budget deficits, high energy costs and concerns about economic growth.
Moore says his travel is about helping Democrats win congressional races, not preparing a presidential campaign.
But Maryland voters are electing a governor for four years, not financing a political rĂŠsumĂŠ for 2028.
Will Moore explicitly recommit to serving his entire second term? And how much campaign money and official resources are supporting his out-of-state political activity?
