Toon shading + Outline I guess

Check out tutorials by Rakenval, Nukorio, or Poole to understand Blender’s bones, it will really help you. Once you grasp how they work, I recommend using add-ons like Rigify or Auto-Rig Pro to automatically rig entire bodies.

It wasn’t difficult, but it does take some time (depending on how much you can dedicate to it).
