Character Description
Misaka No. 00000, better known as Full Tuning, is the first Misaka clone created under Project Radio Noise, introduced in the special edition of Volume 21 of 『A Certain Scientific Railgun』.
Unlike the other Sisters, Full Tuning was developed under a plan that stood in direct opposition to the Railgun Mass Production Plan.
Amai Ao originally envisioned her as the Clone to Surpass Railgun, investing the finest resources available to him into her development. Everything, from the selection of the appropriate somatic cell to her training environment, development schedule, and allocated resources, was carefully optimized to produce a clone capable of surpassing Misaka Mikoto.
However, the Railgun Mass Production Plan was ultimately approved instead. Consequently, Full Tuning's intended role was changed, and she was repurposed to serve as the commander of the clone army.
Unlike the standard Sisters, Full Tuning possesses the physical appearance of a 16- to 17-year-old Misaka Mikoto.
She wears a standard Tokiwadai Middle School uniform, but because its proportions no longer fit her properly, she wears a school swimsuit beneath her shirt. This combination gives her an appearance reminiscent of an American student.
Ability — Blank Shot
Although Full Tuning is classified as a Level 4 Electromaster, her electrical manipulation capabilities rival those of the original Misaka Mikoto.
However, she possesses one significant limitation: she cannot generate electricity herself.
Instead, Full Tuning must rely on external sources of electrical energy. To compensate, she carries an enormous high-capacity battery inside a duffle bag, supplying the electricity necessary to operate her ability.
Her exceptionally powerful electromagnetic absorption capabilities allow her to draw energy from external sources.
If she were to absorb electricity from a power plant or even laser beams fired by military satellites, she could theoretically unleash a lightning strike surpassing Mikoto's own attacks.
However, attempting such an overwhelming discharge comes at a tremendous cost.
During one such attempt, Full Tuning's left arm was blown off by the resulting electrical attack. She subsequently began using a prosthetic arm to replace the lost limb.

She can control memories, emotions, perceptions, and behavior, giving her extraordinary influence over other people.

Character Description
Kessai Kiyoshi was Misaka Mikoto's roommate before Shirai Kuroko. She joined Tokiwadai Middle School in the same year as Mikoto and became a member of the Hasekura Clique.
After Mikoto achieved Level 5, her previous roommate moved out, allowing Kiyoshi to be assigned to the same room. Under orders from Asato Kisa, Kiyoshi was tasked with secretly monitoring Mikoto on behalf of the clique.
Despite her assignment, Kiyoshi appeared to get along well with Mikoto, affectionately addressing her as "Mikoto-chan."
During their first encounter, Kiyoshi accidentally discovered Mikoto playing with Gekota toys. Rather than exposing her roommate's secret, she managed to talk her way out of being shocked by Mikoto.
As tensions between Tokiwadai's major cliques escalated, Kiyoshi became involved in several incidents connected to the Hasekura Clique.
When members of the Mikagami Clique suspected Kiyoshi of attacking their fellow students, she attempted to escape using her Steam Geyser ability. Mikoto subsequently intervened to protect her, despite the potential consequences of becoming involved in an inter-clique conflict.
Kiyoshi also assisted Hasekura Reiri during the investigation into the escalating conflict between Tokiwadai's cliques.

A Gekota hairpin that Kiyoshi sought to obtain as a promotional prize, intending to give it to Mikoto as a birthday present.

Despite exhausting the shop's supply, the group initially failed to obtain it.

When Kiyoshi presented the gift to Mikoto, she was surprised by Mikoto's delighted reaction.

Kiyoshi was originally one of several girls adopted by the Takebayashi family, which sought to gain influence within Tokiwadai Middle School by having one of its daughters obtain the prestigious title of Majesty.
The family believed that obtaining this title would provide access to a position on Academy City's Board of Directors.
Following the scandal involving Takebayashi Yayoi and the bankruptcy of the main family, Kiyoshi was taken in by the Kessai family, a branch of the Takebayashi family.
Her Level 3 ability, Steam Geyser (蒸気噴射), allows her to release steam from her body.
She can produce widespread smokescreens or concentrate the steam through smaller areas, such as her palms or fingers.
