I don't know how your company works. I'm a telugu guy who was born and brought up in Bengaluru, in last 3 years of my employment at various (3+1intern) companies, I've seen telugu HRs prioritising telugus and Hindi HRs prioritising hindis. It's happening at scale.
If BIMARU news channels wants to reserve 80% of their time for matters related to Kannada, Kannadiga and Karnataka, they should have atleast 80% of their staff from Karnataka.

His argument is about 'skin in the game' , if u cant develop your state and then dependent on grants primarily ftom MH and KA, then there is no incentive for UP Bihar to develop who get lion share of devolution
You are punishing Karnataka and Maharashtra for developing and creating jobs in their states
UP Bihar get 30,000 cr whereas Karnataka got 4500 cr and yet Karnataka has to take care of migrants ftom UP Bihar
